  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I want to add to what hon. Khalwale has said; I want to provide the evidence in the HANSARD. On the 17th June, 2009 when the Chief Whip was moving the Motion these were the verbatim words he used: “That pursuant to the provisions of Standing Order No.159, the following members of select committees be approved.” The select committee of the CDF was the membership that was approved on that date. I wish to table it. view
  • 28 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, the CDF Act is very clear on the term which the members of this committee are supposed to serve; if I may read subsection (2) of Section 27. It says that:- “In determining the membership of the CDF committee, the National Assembly shall ensure proportionate representation of the parliamentary political parties, provided that the term of office of members of the committee shall be three years renewable, or upon the appointment of a new committee in the manner provided for in this Act.” Mr. Deputy Speaker, Sir, the Act says that the members will serve for ... view
  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We cannot debate a Motion which we think is unprocedural in the first place. view
  • 28 Jul 2011 in National Assembly: What we are questioning is the legality of even this Motion being on the Order Paper. Besides, hon. Shebesh is talking about the issue of one-third representation. This cannot only apply to the CDF Committee. There are several Committees in this House where women want one-third, but we are unable to get. For example, the Public Accounts Committee, hon. Karua who is equal to 20 men is the only one who sits in this Committee. She has been equal to the task. view
  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am really a disturbed man. I would not like to be here to contravene the same Standing Orders we have enacted. With due regard to your ruling, you asked Mr. Lessonet to cite the Act that nominated him afresh to the Committee when it says: “--- in the manner provided for in this Act or whichever comes earlier.” Mr. Deputy Speaker, Sir, Section 27(1) of that same Act states: “The National Assembly shall in accordance with its Standing Orders---” Because we promulgated the Standing Orders, it was the realized that ... view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I understand the desperation with which the Government is trying to alleviate the suffering of people through the drought and starvation. I would like the Prime Minister to clarify whether sentiments that have been in the air for the last several weeks that the Government in trying to alleviate this problem wants to import GMO maize into the country is real or these are falsified information? view
  • 27 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Prime Minister in order to evade answering my question? I did not ask about the merits and demerits of importing GMO maize. My question was very specific and that will be a discussion for another day. I want to know whether the Government, which wants to alleviate the issue of food insecurity, has okayed the importation of GMO maize. The answer is either a straight “Yes” or “No”. view
  • 27 Jul 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is the hon. Member in order to mislead the House that subsidising fuel is for the benefit of the rich when we know that Kenyan commuters are also suffering because of the high matatu fares just because of the high fuel prices? view
  • 27 Jul 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I do not know what to say within a minute. I came here with an open mind to see how the Government can view
  • 27 Jul 2011 in National Assembly: convince me that this Motion is bad but so far they have not been able to convince me. I am inclined more to listen to the realities of this country that the current oil prices are unsustainable for almost 90 per cent of Kenyans. If the Ministry of Energy could tell us the concrete measures that it has already put in place, at least, to guarantee Kenyans that fuel pump prices will come down in the next two days, one week or one month, we would have been convinced that this Motion is untimely and we would have given the ... view
