Hon. Speaker, Sir, I do not know why you allow points of argument to be taken as points of order. I think the House has rules and those people who are speaking are actually disagreeing with me. But disagreement is not a point of order. It is very healthy to disagree but you should not bring it up as a point of order. Now, the point I had moved to is on the implementation. In this Parliament, unless we have the Cabinet Secretaries sitting here, Motions will never be implemented. Thank you, hon. Temporary Deputy Speaker, Sir. I could not agree with the previous speaker more. This penalty is supposed to be a deterrent particularly to the employers. Many employers take low interest rates as a non-deterrence because if this window of defaulting is left to the employers, most of the employers would prefer not to borrow money from banks but rather use this money to trade. Mr. Speaker, Sir, I beg to reply. (a) I am aware that the dependant’s pension is still paid for a period of five years after the death of the pensioner. The processing of a dependant’s pension is made under the provisions of CAP.189 of the Pensions Act which was not affected by the revision of the mandatory retirement age. Mr. Speaker, Sir, in fact, I have stated here that we are preparing under the Superannuation Act a contributory pension scheme which will be ready by the time the current officers who are benefiting from this increment of the retirement age from 55 to 60 years. The Act will be ready by 2015 and there will be an improvement in the pension scheme.

Mr. Speaker, Sir, that is a general allegation, but if there are any specific cases where there is no response, I will make sure that there is a response. But one other thing which we are doing to improve this response is to computerize the pensions department so that information which is sought by the public is available at a go when it is requested.

Mr. Speaker, Sir, some of the officers were employed a long time ago when there were no strict requirements of birth certificates and so on. So, there are several documents which are required. Some of which require confirmation from the chiefs and so on. In trying to get some of this information, there is a delay. However, I have said all in all, we are trying to improve the system by computerizing so that we can get the information at a go.
