  • 25 Apr 2018 in National Assembly: Thank you. I just wanted to know whether it is in order for my colleague, Hon. Chachu, to sound like he is inciting us. My understanding is that every Bill that we bring to this House, we discuss everything. I know the Bill has specific interests to Turkana, but we also need to discuss it with a view of the entirety of the Bill to the rest of us. The reason it is being discussed by all of us is because we have some input to it. When my brother looks like he is inciting that the Government is trying ... view
  • 21 Mar 2018 in National Assembly: Yes, Hon. Temporary Deputy Speaker. I have had the opportunity to read through this Bill. I have noted a couple outstanding issues, which I hope will be looked at as the Bill continues to be developed. First, the current title of the bill is “Computers and Cybercrimes”. For purposes of expanding the mandate of the Bill, we should think of renaming it to Cyber Security and Technology Protection Bill. For example, when Hon. Sabina was talking about the issue of her phone being taken control of or somebody using her number and using her name, that does not fall under ... view
  • 21 Mar 2018 in National Assembly: think about how to make this Bill comprehensive, we need to think about how we hold people accountable for what they post. If you have a twitter account that has three people and you call me names, are you accountable? Can you argue that that is your opinion or is it a public publication? It is important for us to think about some of the specifics of when you make a publication, and at what point it becomes a public publication. I have heard people arguing that my Facebook page is my page and so when I post something on ... view

  • 20 Mar 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I am here to support the Bill on the Nairobi Metropolitan Area Transport Authority. Before I do so, I want to make an appeal. Recently, we had the National Transport and Safety Authority (NTSA), which we mandated to manage the transport system in the country, especially road safety. We had to disband it and we are back here barely a few months after. view

  • 20 Mar 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. We disbanded NTSA and now a few months later, we are here with this Bill. My hope is that as we appoint officers to achieve this particular objective, they should take care of value for money for our people. Our biggest challenge is that we assign people roles, and we are very good at legislating, but when it comes to following up and making sure that Kenyans get value for their money and that their taxes are properly utilised, we go wrong. view
  • 20 Mar 2018 in National Assembly: That said and done, we cannot overemphasise the importance of infrastructure, and in this case, road network, in development. In developed countries, road network or infrastructure accounts for 12 per cent of the Gross Domestic Product (GDP). This means that if we are to continue to aspire to be a developed country other than a developing country, then we should look at the factors of production. That person who stays in Westlands and he or she wants to attend a class at Strathmore University to improve his or her education, or that business person who wants to take his goods ... view
  • 20 Mar 2018 in National Assembly: As I wind up, I was saying that we legislate and bring up all these institutions, but the ball lies on our court. Do we make sure that Kenyans get value for their money by holding people accountable and making sure that the many pieces of legislation that we pass are followed to the letter? view
  • 20 Mar 2018 in National Assembly: Thank you. I support this Bill. view
