Yes, hon. Deputy Speaker. Those two constituencies usually enjoy hardship allowance yet that particular area does not enjoy hardship allowance. I will be willing to go to the Committee when they call the Cabinet Secretary. But I have not been invited in this particular case. Thank you.

Hon. Speaker this is an important Bill because it touches on a department that is very key and important to most Kenyans. Even as we talk about the Marriage Bill, we cannot have a marriage without food. I would, therefore, like to support the reduction of this time to five days so that we enable the Committee to put in place the framework which will ensure that Kenyans get food in their granaries in good time.

Hon. Speaker, I rise to support the Procedural Motion that we reduce the publication period by two days. I believe the Mover of the Motion must be calculating the fact that we need to discuss this before we go for recess. If you listen to the media houses and debates outside this Parliament, it is all on the Marriage Bill. I think it is an issue that we need to deal with before we go for recess. I support.

Sorry; I requested a Statement from the Departmental Committee on Education, Research and Technology on the criteria by the Government to caterorise areas for hardship allowance, with a particular reference to Igambang'ombe Division of Chuka/Igambang’ombe Constituency, which does not qualify for hardship allowance, yet the environmental conditions in it are the same as the ones in the neighbouring areas.
