  • 27 Oct 2016 in National Assembly: reduce the thickness of the paper so that it does not have to go to waste or burn it all together like in Rwanda, we will never get rid of the problem of disposal of waste paper bags. It is high time we thought of borrowing from those countries that have dealt with that problem. That is one form of waste that is normally dumped. Coming closer home, when we talk about establishment of dumpsites in Kiambu County, I am sure Kiambu County has a Ministry of Environment. It is ironical to have a dumpsite in their own residences when ... view
  • 6 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I will use that minute very economically. I take this opportunity to thank PIC, in which I serve. When the current PIC was constituted, there was a heavy backlog of accounts that had not been reviewed. However, after burning a lot of midnight oil, we have seen cases that are up to date in terms of implementation and recommendations. I am worried about the implementation of recommendations that are made by the Committee, especially recommendations on recovery of monies in respect of surcharges that are to be imposed on Government officials who have been found to ... view
  • 5 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me the opportunity this morning to air my sentiment on the issue of petitions. According to Standing Order No.227 on the committal of petitions, a petition is supposed to take, at least, 60 days to be dealt with by a Committee. view
  • 5 Oct 2016 in National Assembly: Hon. Deputy Speaker, I do not have a petition. I just have a concern about a petition I brought to this House on 12th November, 2015. It touches on a very serious issue. It is a petition on the alleged mismanagement and misappropriation of funds by the Kenya Swimming Federation. That was in November 2015. This Petition has not been looked into. Considering what happened during the Rio de Janeiro Olympics, there were complaints about the Federation taking people who were not qualified to be in the swimming team. To date nothing has happened. I know the Committee is very ... view
  • 5 Oct 2016 in National Assembly: Thank you, Hon. Speaker for giving me the opportunity to comment on this Petition on land grabbing. I do not know whether it is because we were colonised by Britain and we had white settlers who had made land look very valuable in this country. The issue of land in this country has become very emotive as my friend has put it. People are even willing to kill each other just because of land yet they do not value these other things very much. There is a small category of Kenyans who hunt for vacant land. They have an appetite ... view
  • 5 Oct 2016 in National Assembly: Hon. Speaker, I was worried that you did not listen to what the Member for Meru said. When a Member rises on a point of order and claims a county is grabbing land from another county, that can very easily start tribal clashes. It is not in order view
  • 5 Oct 2016 in National Assembly: He said that Tharaka Nithi County is grabbing land from Meru County. That is not a person. It is a community. view
  • 5 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy for giving me the opportunity to reply. I have received overwhelming support from Members and there are still those who want to comment. With your permission, allow me to donate two minutes to Hon. Olago Aluoch; one The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 5 Oct 2016 in National Assembly: minute to the Member for Juja, Hon. Munyua; Hon. Korir, and because of gender, I will donate a minute to the Member for Kajiado South. view
  • 5 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Those five minutes are enough for me to reply. I want to thank the Members who overwhelmingly supported this Bill. We did not receive any dissent. However, there are Members who have reservations especially on issues of other heroes. Section 8 of the Bill says that the National Museums and Heritage Act shall apply view
