  • 17 Apr 2014 in Senate: Mr. Speaker, Sir, I would like to inform the professor that in this city, for example, all the primary schools are owned by the former city council which is now the County of Nairobi. However, by the stroke of this rule, all schools, both primary and secondary, are now supposed to be run by the national Government. The Governor of Nairobi cannot now put money in Jericho Primary School or in Lang’ata Primary School which is a city school owned by the city. When we used to have the Railways and Harbours and we split it into two the Port of Kisumu remained under the ownership of the Railways. Somehow because the railways has not had the resources and the capacity to maintain that port, the port actually died. So, in order to get the resources and the expertise to maintain the inland port, we are suggesting that the Kenya Ports Authority now gets the Kisumu Port as their property and develop it so that it can be used. view

  • 18 Mar 2014 in Senate: The reason why it is more prudent and intelligent to put a refinery at the port is this; you are not building a refinery just for Kenya. You are building a refinery for people in India, South Africa and so on who will come with large vessels, refine their products and sell it elsewhere. So, Isiolo is not suitable for that kind of thing whether it is the centre of Kenya or not. view

I know what happened recently when the petition court found that we should go back for the election for the governor for Siaya. What happened is that he left office with his entire government including his deputy. For a while there was no government in Siaya. It would seem that the consequence of what we will decide, for example, if we decide that the impeachment was correct, then there will be no government for Embu. view
