22 May 2013 in Senate:
Thank you very much, brother. Maybe you could have reminded the Members of Parliament from the lake belt to be very serious about these things rather than talking carelessly. I am not very happy about one thing in the national government; that is, the creating of a Ministry for Devolution and Planning. This was a mistake because devolution is spelt in the Constitution. It is clear that we have two levels of government. It is clear how they relate. This House disburses the money. I would approve the money that goes to the county governments. They do not require nor ...

21 May 2013 in Senate:
Mr. Speaker, Sir, ordinarily, this Motion is like a procedural Motion. Therefore, we should not be debating it much. However, I wish to utilize the chance you have given me to say one or two things. I wish to remind hon. Senators that the Senate and the entire House of Parliament is under attack from all corners of this The electronic version of the Senate Hansard Report is for information purposes only. 15 May 2013 in Senate:
Mr. Deputy Speaker, Sir, I want to thank Sen. Orengo for giving me three minutes of his time. He has changed his mind from five minutes to three minutes. I had a good speech to make, but now I do not have the time to do it. I will now go straight to what I want to say. Mr. Deputy Speaker, Sir, when we talk of these debts, whose debts are they? Are they the county government’s debts? Did the county governments incur these debts?

Why must they pay them?

15 May 2013 in Senate:
Mr. Deputy Speaker, Sir, these debts were incurred by the national Government through a department called the local Government, and each debt was signed for by the Minister for Local Government of the national Government!

15 May 2013 in Senate:
You talk as if these people belong to the moon somewhere. These are not our debts and we do not know who incurred them. Who incurred them? Who should pay them? When you talk of Homa Bay Municipality, for example; this council had a budget every year and that budget had to be approved by the Minister. That budget had all the expenses, including payment of debts, and the Minister approved it. We know the history why they did not have the money to pay debts. Of course, there could have been corruption. There has also been corruption in national ...

15 May 2013 in National Assembly:
Hon. Members, resume your seats and look at Standing Order No.54. I am going to allow hon. Members to debate it; address yourselves to that, so that we can have a written text of the amendments that you are proposing. But they must come now, because if they do not come now, when we call the Mover to reply you will lose the chance to amend it. Hon. Members, we have a few more minutes. This debate began at 15.55 hours; it is scheduled to take one hour. It must be disposed of by 16.55 hours. It is now 16.45 ...

14 May 2013 in Senate:
On a point of order, Mr. Speaker, Sir. I was apprehensive that you will move to the more substantive part before I raise the Motion. The Motion I wanted to raise is that we have not quite spoken to the amendment except one or two people. I would have wished that you give a chance to two or three more people to speak on the amendment before you can put the question. It is an issue that can completely overturn the Motion.

8 May 2013 in Senate:
On a point of order, Mr. Deputy Speaker, Sir. Following on the point of order that was raised by Sen. Wetangula, which you have already ruled on, the request I am making is that when appointing the time, Mr. Speaker would appoint the specific time, even to the minute so that he does not ambush us. Because you come in, we pray, we go to the Motion while some people are still standing outside there; we lack the quorum of 24 and we lose it. So, I wish that the Speaker will specify the time, so that if it is ...

8 May 2013 in Senate:
Mr. Deputy Speaker, Sir, when we had Questions in the other House, we knew that the Motions will come sometimes an hour after we have started. So, if you do not have an interest in a Question, you could sometimes come a little bit late, but be sure that you will be there to vote. But voting is becoming a very important matter, especially in this Senate. People actually wanted the Motion to pass yesterday. They all The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from ...
