  • 8 May 2013 in Senate: On a point of order, Mr. Speaker, Sir. Earlier in the morning, you gave direction when we were voting. You said that the Motion we were voting on required that we vote on delegation; either as head of a delegation or as a Member who is nominated by the head of delegation in writing. However, this is another Motion, altogether, which is procedural. I do not know whether this requires our vote to be public and that everybody should know how we voted. This one requires that every Senator votes. I would have wished, in that case, that we come ... view
  • 7 May 2013 in Senate: Mr. Deputy Speaker, Sir, first of all, I would like to pay tribute to the previous speaker because of the content and the emphasis she gave to the right places. Kenya is one of the most unequal countries in the world. In fact, we are ranked third after South Africa and Brazil. In South Africa, you can understand why. This is because of apartheid. You can also understand why it is so in Brazil. This is because of the Red Indians. However, I have not quite understood why it is so in Kenya; the most unequal country in the world. ... view
  • 7 May 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. It is on the same line, but with a different angle to it and to support what Sen. Wetangula has stated. We are dealing with a situation which is new to the jurisprudence of this House on matters of voting. It is my view that we should develop a rule that would require that any matter that requires voting, especially where now we know--- Because in the Lower House, even if you were eight Members, so long as somebody does not raise a quorum issue, a vote would pass and we ... view
  • 30 Apr 2013 in Senate: Mr. Speaker, Sir, I want to use this opportunity to condole with the family, friends and relatives of Sen. Mutula Kilonzo and especially to pass the condolences on behalf of the people of Homa Bay to the people of Makueni for the loss and grief that they have been going through due to the loss of their Senator and representative. May I say that for the first I went to Mr. Mutula Kilonzo’s office when he was still beginning and his office was still a small one, the first thing I saw on his wall, that made me go closer ... view

  • 23 Apr 2013 in Senate: Mr. Speaker, Sir, first of all, I would like to congratulate you for being elected to this august House. We have been in the House for quite some time and you were our speaker for a long time before you were formerly elected. I have confidence that you will discharge the duties of the Speaker for the best interest of this House and the people of Kenya. I also want to thank my fellow Senators for having fought hard to be elected by their counties to this House. I am thankful to the people of Homa Bay for having found ... view

  • 23 Apr 2013 in Senate: Mr. Speaker, Sir, when I went to see him in his office in Moi University I could not read his name from the door because it was very complicated for me, coming from the lake. But we will have to employ more policemen in this country. There are no two ways to it. If we do not employ more policemen, there will be insecurity and no investment, and people will just run away. Nairobi is very insecure. I thank the Senator who said that it is more insecure than the port capital of Somalia, which we just secured the other ... view
  • 17 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. I want to respond to this Motion by saying that I think the time is too little to do serious Business. I have been debating in this House now for 15 years. I know that ten minutes for somebody who had done research on the subject matter and wants to persuade as many Senators as possible that may have not explored that matter will find that before he even puts his arguments in place, time will have run out. Therefore, it makes hon. Senators speak in a manner that is not informed. Instead of dealing ... view
