  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, I hope they will be patient as they learn that it is the job of the Speaker and not theirs. Mr. Speaker, Sir, what I was trying to say is, and I think I have been corrected by Sen. (Dr.) Khalwale, that we may not go to the business. I was fearful that we may go into discussing the Address before we have time to digest and come prepared. So, I withdraw. Thank you very much. view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, my point of order is small. Ours is a new House; it does not matter whether you have been in that ballot box five times. The only other value we may look at is that Sen. G.G. Kariuki is a little older than some of us. That one, we can look at it. view

  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, I am not seconding. If we accept that the amended Motion is on the Floor, then I can contribute. view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, maybe I could say what I wanted to say in assistance to the House in the way I am seeing the confusion coming. If we end at “either case” and put a full stop, we will have cured this problem. We are forcing the Majority Leader and the Minority Leader to contribute even where they would not wish to contribute any more after they have already nominated a Senator to speak. So, why can we not leave it at “either case”? If the Majority Leader wants to be the one to move, then he would move like ... view

  • 17 Apr 2013 in Senate: THAT, pursuant to Standing Order No.98(1), the Senate resolves that the debate on the Motion on the Presidential Address shall be limited to a maximum of three sitting days with not more than fifteen minutes for each Senator speaking, excluding the Mover in moving and replying who shall be limited to 30 minutes in either case. • 17 Apr 2013 in Senate: On a point of order, Mr. Speaker, Sir. I have noted that when we speak we refer to Senators as some being elected and some nominated. I think you should give firm directions so that we know that everybody in this House has been elected. That is the position of the new Constitution. It is says that before an election, parties shall provide a list and the elections will include all the people on the list. So, every Senator in this House is elected. The only difference is that some have constituencies and some do not, but we are all ... view
  • 17 Apr 2013 in Senate: On a point of order, Mr. Speaker, Sir. Since this is an Adjournment Motion, I propose that we limit the time allocated to each member to two minutes, because I can see that many Senators want to speak. We need to get to the aircraft, if there are any. The electronic version of the Senate Hansard Report is for information purposes only.
