Thank you, Hon. Temporary Deputy Speaker and Hon. Omar for giving me this opportunity. I will be very brief because much of what I had intended to say has been said by my able colleagues. The only issue that I wanted to raise in less than one minute is that, to be honest, the entire Police Force in this country is suffering. I come from Migori County. Along the border of Kenya and Tanzania, we have very few police. There is no housing at all. The level of crime is also sophisticated. The salaries of those men and women need ...

Thank you, Hon. Deputy Speaker. Having read the Bill and of course the discussions that have gone on, I rise to oppose this Bill. The Bill sounds good and it appears like the creation of the authority may solve the transport problem in Nairobi, but I do not think this is necessary because in Kenya, we have quite a number of authorities. The other day, we saw the National Transport and Safety Authority which was created with an aim to manage our roads and bring down the level of accidents that we have on Kenyan roads. Every one of us ...

about the concept of a 24–hour running economy. This kind of thing has helped other cities but, here in Nairobi, we insist on all workers reporting to work in the morning around 8 a.m. and by 5 p.m. everybody leaves. This is what causes the snarl-ups. If we have to think and help Nairobi for a long term, it is not the creation of an authority as per our Supplementary Estimates. It may be a question of seeing how we can manage the inflow and the outflow of people with vehicles and other means into and out of Nairobi. Apart ...

Thank you, Hon. Temporary Deputy Speaker. Much as we are speaking Kiswahili today, I have waited until the spirit of speaking Kiswahili is gone. So, I will try it tomorrow. I stand to support this Motion by my good friend “Jicho Pevu”. The truth of the matter is that the issue of health in Kenya is a painful one to think about. This idea of having several referral hospitals in various parts of our country is overdue, especially at the county levels, at least to start with. All of us are harassed because people are sick and dying. When we ...

Hon. Temporary Deputy Speaker, the other major reason why we need to have these hospitals at county levels, as much as we appreciate the existence of Kenyatta National Hospital and, indeed, it has done a good job over the years, is that it has come to pass that some of the facilities they have are outdated and doctors are few. They are overwhelmed because every other person, from Wajir to Mandera and from other parts of the country go to Kenyatta National Hospital for treatment. When you go there, you witness a pathetic scenario. No wonder we are having issues ...

is high time we created other facilities to ease congestion and make those in charge of the hospitals operate under bearable circumstances. We need to look at children’s health. I want to reiterate that all over this country, the number of orphans we have is increasing by the day. Sometimes patients from some parts of the country are too sick to go to Kenyatta National Hospital or Moi Teaching and Referral Hospital on their own. So, another problem is created. The person coming all the way from Ntimaru, for example, to come to take care of the patient in Kenyatta ...

I support this Motion fully. I wish as we pass it, as one speaker said, we should not just pass the Motion, but a special budget should be put aside to make sure that as we move on in the next five years, each county in Kenya should have a good referral hospital that can take care of people. Because much has been said, I do not have to over-emphasise this. On behalf of women and on behalf of the marginalised, I support this Motion that we get a good referral hospital in Mombasa, Migori, Kakamega, Busia and all other ...
