  • 20 Jun 2018 in National Assembly: However, we appreciate the efforts that have been made. In as much as we are talking about the primary school feeding programme, it was intended to help children in ASAL areas. I would like to support this Motion that we expand the feeding programme in schools. In light of global warming and environmental changes that we have witnessed world over, many places in Kenya which were considered agriculturally rich, self-contained and able to support their populations have actually turned to ASAL areas. To date, there has been no update of our regions. Therefore, many schools, even those that were once ... view
  • 20 Jun 2018 in National Assembly: We have witnessed serious droughts that have killed animals all over and the serious rains which have swept and destroyed fields of agriculture. Many schools especially those in the rural setting are affected. As I stand here, I represent Migori County, which is by and large a rural setting. For example, if you go to a school like Got Orango in Nyatike, it sits in the middle of a desert. Children have to walk long distances to get there. Consider a child who walks about 5, 7 or 10 kilometres in the morning, then walks back at lunchtime and in ... view
  • 20 Jun 2018 in National Assembly: The Government is implementing the concept of free secondary school education, where it is advocating for 100 per cent transition from primary to secondary schools. However, this statistic may only be talking about those who are already in school. Some families are unable to send their children to school due to lack of food and they are hungry and weak. Therefore, all the children of Kenya will not benefit from the so called free basic education. Therefore, in my view, we should ensure that every child born in Kenya, whether by design or coincidence, goes to school. That can only ... view
  • 19 Jun 2018 in National Assembly: Thank you, Hon. Speaker. I would like to join Migori County on my own behalf, that of my family and the membership of Migori County that I represent in mourning my friend and colleague, Ben Oluoch Okello, commonly known to his fans when he was working at the local radio stations that have been mentioned as jatugo namba ochiko . That means player No. 9. As my colleagues say, that is the bit that earned him the vote. I know Ben Oluoch Okello as ordinarily rather a quiet man, very polite, friendly and humble. I am sure his family, the ... view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. The case of the TSC and the issue of their administrative work to move around the counties and even check on the quality and the implementation of what the teachers are doing on the ground is something very important to this country. Ideally, I would wish that whatever budget they were allocated remains the way it is. In recent years, we have seen that our results are not very good, especially in the rural counties. Much of it is attributed to the fact that apart from the number of teachers that we have in ... view
  • 28 Mar 2018 in National Assembly: Thank you very much, Hon. Speaker. I stand to contribute to this Motion. When an authority is delegated and people are put in place to carry out certain activities and give reports and information, or make decisions and implement them to help fulfill mandates that affect the people of Kenya in one way or another, it is important that the mandate is carried out with respect and in timeliness. It is surprising and amazing that people delay in giving reports. This shows that somebody is sleeping on their job and as this happens, usually there is a lot of problem ... view
  • 28 Mar 2018 in National Assembly: It is important that when authority, legislation or regulations are delegated to somebody, they should do so with the keenness and the speed with which these issues are expected to be discussed, looked at and brought to the House in good time. Therefore, I rise to support this Motion that calls for adoption of that Report. I think it is in the interest of the House and the public that all commissions, institutions and bodies that are created to deliver specific services do so as a matter of urgency, with keenness and the weight that it deserves, to help deliver ... view
  • 28 Mar 2018 in National Assembly: Thank you very much, Hon. Deputy Speaker, for giving me this chance to contribute to this Motion. Agriculture or livestock per se is one of the key ventures that citizens of our country involve themselves in to earn a livelihood. So I rise to support the appointment of Mr. Harry Kimtai to this important docket, with the hope that much as I may not brag to having known him at a personal level like some of my colleagues, I want to believe that the committee that vetted him and the appointing authority must have considered various factors that make him ... view
  • 28 Mar 2018 in National Assembly: Thank you, Hon. Deputy Speaker, for protecting me. I believed in my heart I was not out of order and I was rising with your permission. You know that is my Member of Parliament, so I do not know what he saw was out of order. Meanwhile, I was saying that the case of livestock in Kenya has been a very humiliating one. Those communities that keep animals have always had perennial problems. I am thinking and I would wish that this new PS together with the team in this department would come up with serious strategic ways of solving ... view
  • 28 Mar 2018 in National Assembly: people are going to be helped. What really caused the death of their animals and how are they going to be helped to regain what they lost? Otherwise, without saying very many things, I want to support this appointment. Thank you. view
