We know that our young people lack jobs. However, from a small experiment done in Migori County, I know that today if our Government decided to provide water and then provide green houses for our young people, we will all go farming and we will produce enough tomatoes, vegetables and flowers and these guys will become rich overnight and they will not be loitering in our streets looking for jobs, which are not forthcoming. It is sad to say - and let it not be misunderstood - that we do not recognise what the kitty called Special Funds can do for our nation. The wonder is why we have to wait for the tragedy to occur before we call upon those funds, which sometimes do not even reach everywhere there is disaster in our country. As we talk about the Budget and allocating more money to support well- orchestrated and planned irrigation schemes in our country, we can consider using some of those funds to avert the calamity before it happens. We can speak forever but let us reconsider redistribution of our resources. The issue of food should take the first priority. Our children can only get meaning from schools when they are fed. Even doctors will not give medication to their patients without food in their stomachs. Preachers of this nation cannot hold any meaningful services on Sundays, Saturdays or Fridays unless there is food in the congregation’s stomachs. Food is central.

Thank you, Hon. Speaker. I rise to support this Petition. My observation has been that we have had very ugly incidents in Tana River over the past years because of land issues. If that land is lying idle, it should be de-gazetted to solve the problem of land in the community. It is unfair that there is land that should serve the people, but it is not doing so in a proper manner. So, let it be de-gazetted and procedurally allocated to the people. Thank you.

. Another one was carrying ethanol. It is necessary to scan those trucks as they come in and go out. I strongly feel that even the one that is scanned in Mombasa and it is going across the country into another country, it needs to be scanned right there before it crosses over. I think it is not in order for the hon. Member to refer to the rumours that are going on about people who are calling for non-degree qualification for MPs in this discussion. I think she is a ranking Member and way back in 2013, this House passed that MPs should at least hold a degree. So, I do not think it is right to make the debate that is going on out there a point of reference when she is talking about chairs or members of the board having a certain qualification.
