This is the first time we have seen the IEBC really interested in knowing about our party primaries. For a long time, the IEBC did not want to know what was happening. I am happy with the new regulations because they give parties timeframes to hold their primaries. Also the list of those nominated by various parties should be taken to the IEBC on time so that records are kept well. Their photographs should be attached so that nobody will claim that their names are missing or there is something wrong. This afternoon, I have been sitting here listening to ...

I am going for the gubernatorial seat for Narok. I will make sure that I have a parallel IEBC of my own to make sure that all my votes in the county are counted. There is nothing wrong with that. I wish the Leader of the Majority Party, my good friend Aden Duale was here so that I can tell him that there is nothing to worry about. If you know that all the votes are going to be counted properly, then you should not worry about Raila Odinga having a parallel IEBC. He will just be crosschecking to make ...

I think in Ghana a few months ago, the Opposition had parallel vote counting and for the first time they won the elections. The Constitution gives us the right to make sure that all the votes cast in a polling station, sub-county, county and the national tallying station are correct. I think our colleagues are just trying to play politics out of this. Kenyans particularly those in Narok are ready to make sure that all the votes cast in the polling stations tally. With the new technology, there is nothing wrong with taking a picture of Form 16 and sending ...

of people they met and there is nothing wrong with that. I want to tell the IEBC that I, Hon. ole Ntutu, will make sure that all the votes cast in Narok are correct. I will have my own parallel IEBC but that does not mean I will announce the results. I will alert the IEBC, security agents, everybody and air them on radio but that does not mean that I will announce the results. The people of this country want to make sure that nothing will happen to our votes this time round. There will be no stealing of ...

Hon. Temporary Deputy Chairlady, I support the Chairman. I was wondering why they had proposed four years instead of three years. Other corporations go with the three years’ requirement.

Yes, Hon. Temporary Deputy Chairlady. As simple as it appears, the Chairman needs to come out clearly on why he is changing that. We all know that veterinary services are devolved. So, I do not know why he wants to change this.

Thank you, Hon. Speaker for giving me this opportunity. I also thought there is no secondment on this Motion. Listening to my good friend Kisang, this country and the Cabinet Secretary (CS) concerned should take seriously what the Hon. Member of Parliament is saying. When you hear that schools have been closed simply because of insecurity, it is not good. I belong to the Departmental Committee on Administration and National Security. We have talked about Marakwet and the Pokot brothers for a long time. For the last four years we have been in Parliament, we have provided the Ministry of ...

happening on the ground. Therefore, for them to say that they do not know what is happening, to me, that is pathetic and that is a very bad thing. When you hear my friend Kisang saying that people have lost lives and properties have been destroyed, either by stealing or cattle rustling, it is really very bad. In Narok, we are not spared either. For the last six months, we have had two communities killing each other every day. In areas like Pimbiniet, Tororek, Esoit, Njipship and Junction, there have been killings between the Maasai and the Kipsigis. Up to ...

Thank you so much, Hon. Temporary Deputy Speaker. What I am saying Mr. Chairman, I hope you are listening to me. We need to call this CS to our Committee to explain to us. If he cannot do this job, he might as well go and join politics. If he wants to become a spokesperson of the Maasais, he can leave this job because he is failing us as Kenyans. I want to end there by saying this is not proper. As Members who are affected, personally, I really felt bad today when I was told that the menace that ...

Thank you, Hon. Deputy Speaker for giving me this opportunity. Mine is to ask the Departmental Committee on Agriculture, Livestock and Cooperatives why the report has overstayed with the Committee? They have not tabled it?
