  • 26 Oct 2016 in National Assembly: The reason my good friend Ottichilo is bringing this Motion is because we know why this report has overstayed with the Departmental Committee. Why can the Committee not bring the report, so that we can know what is there? The issue here is that our people are suffering in North Eastern. We want to help them with food and you are not bringing this report and you are not giving us the reason. Why can you not bring this report, so that we can see and judge? view
  • 19 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for also giving me this opportunity to, first of all, congratulate my good friend, Hon. Mwinyi for bringing this Motion which is timely. A P3 Form is a very important document. The problem we have in Kenya is that this form is supposed to be given by the police in the police station before it is signed by a doctor. I think we have had a problem with the process which is very tedious. It also takes time. That is why even for getting that form, you must give--- (inaudible). Then when you go ... view
  • 19 Oct 2016 in National Assembly: , you must be charged a certain amount of money for this form. What Hon. Mwinyi is doing is trying to bring sanity to this process. I want to say that I was really disturbed by this Motion because the people who are supposed to charge money are doctors. We all know that the health sector has been devolved. Our colleague was saying that this Motion is supposed to go to county assemblies so that they can give some money to doctors so that they do not charge people who seek services from them in referral hospitals. • 25 Aug 2016 in National Assembly: The Bill seeks to amend the Betting, Lottery and Gambling Act (Cap.131) to introduce tax to be paid by gaming operators of lotteries. Other countries have grown their economies because of such businesses. It has taken a long time for this country to see that gambling and betting is a huge business in this country. The KRA normally says that they have missed their tax collection targets. This is one of the loopholes that have resulted in them not collecting enough taxes. Therefore, this Bill has come at the right time. We have all seen, even in our small villages, ... view
  • 17 Aug 2016 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to support the Petition that has been brought by my brother from Narok East, Hon. Aramat, on the issue of Moi Ndabi Settlement Scheme. We would like to ask the Departmental Committee on Lands to look at this issue because the Maasai community has been living on this land since time immemorial. It looks like some people have been going around getting title deeds. Those people have been disturbed for a long time. They have gone to all offices in the Ministry of Lands. It seems to me that nobody is ... view

  • 17 Aug 2016 in National Assembly: harassing the Maasai community. We want to ask them to stop that harassment until the National Land Commission (NLC) looks into this issue. We have evidence that some people here in Nairobi want to steal the land from the local people. This is an issue that, if not looked into, will bring a lot of clashes. The issue is becoming a real problem. Thank you. view
  • 3 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I think they want to speak. I support this amendment that has been proposed by my good friend, Jude. Any encouragement of investors is good for the country. This would ease the cost of doing business in our country. The more investors we have, the more our economy will grow. I support this amendment and everybody should support it. view
