  • 12 Jun 2013 in National Assembly: I also realize that this Motion is party-sponsored and we do not have problems with this because the number of clinical officers in this country is small. On Monday, I travelled with the County Women Representative, Hon.Tuya, to one of our remote areas called Shotan Sub-location. We saw one clinical officer who serves a dispensary. We were shocked that the officer works from 8.00 a.m up to almost 6.00 p.m. One wonders when he finishes attending to all the patients in the long queue at the dispensary. The dispensary does not have any staff other than the clinical officer. view
  • 12 Jun 2013 in National Assembly: I would like to say that we require many of those officers on the ground. The Government says that it will provide basic clinical services. I support this Motion because it will go a long way in helping our counties in that endeavour. I think the biggest problem that we have is the Budget. view
  • 12 Jun 2013 in National Assembly: I am a Member of the Budget and Appropriations Committee and we have realized that the health sector has not been allocated enough money. Once we pass this Motion, we must come up with a supplementary budget to allocate money to cater for the hiring of those clinical officers. Otherwise, we will wait until next year. We cannot wait until next year because we need those clinical officers and nurses now. This issue should be taken very seriously. I know many hon. It is long overdue. The setting up of a fertilizer board is a good idea. But I think we need a parastatal which deals with all the inputs, so that our farmers can get fertilizer on time. Many hon. Members have spoken about the Ministry of Agriculture and Ministry of Finance. I think that is where the problem is. It is not so much about NCPB. The Ministry is not giving out ... view

Wakhungu for bringing this Motion to the Floor of the House. Fertilizer is a key component in farming. Where I come from, thousands and thousands of acres are under farming, and there are two problems when it comes to farming. One is soil science.
