  • 20 Jun 2018 in Senate: Thank you, Madam Temporary, Speaker. I rise to support the Motion that this House adopts and proceeds to hold its sittings outside Parliament, with the first proposed sitting being in Uasin Gishu County. Madam Temporary, Speaker, when the first sitting of the Senate was convened in 2013, part of the proposals and questions that came from the public in the debate that ensued was why Senators should travel all the way from as far as Mandera, Kisumu and Tana River to come and sit in one House in Nairobi to deliberate the issues that affect the people in those places. ... view
  • 19 Jun 2018 in Senate: Thank you, Mr. Speaker, Sir. I also join my colleagues this afternoon in condoling our colleague, my friend and a friend to all of us; the late Sen. Ben Okello. I remember when we got elected after the elections, during the time when we were all getting acquainted with the procedures of Parliament while filling in the forms out here, I had my first opportunity to meet the late Senator. As most of my colleagues have said, it was evident that the late Sen. Ben Oluoch Okello was a man of composure. He was collected, cool and confident. I remember ... view
  • 8 May 2018 in Senate: Mr. Speaker, Sir, the statement sought is ready. I have quite a number of statements, looking at today’s Order Paper. I have received all of them this afternoon. I have consulted with various Senators who had sought most of the statements from my Committee. They had not had an opportunity to look at them. Therefore, we agreed that we share with them the statements, and then, we can issue them tomorrow. They would have taken cognizance and gone through the statements. • 18 Apr 2018 in Senate: Mr. Speaker, Sir, I wish to join you and my colleagues in condoling with the family of the late Kenneth Njindo Matiba. In my condolences, I want to note specifically that if the late Kenneth Matiba was like many of us today, maybe this afternoon he would have been playing golf in either Muthaiga or signing visitor’s books. People would be waiting for him there to receive him and escort him to places. He would have been living a life of luxury. However, because he chose to stand for liberty; for what he believed in, that is why today he ... view

  • 20 Mar 2018 in Senate: Thank you, Madam Temporary Speaker. I do not have much to add to what I said last time when moving this Bill. I thank all the Senators who contributed to this Bill and who made proposals for amendments on some of the Clauses. Most of the Senators have experienced some of the issues that are being addressed by this Bill. We have enriched the Bill in the debate and added value to some of the proposals that we have made. As we proceed, I assure Members that the amendments that were proposed will be considered at the Committee level. Madam ... view
  • 13 Mar 2018 in Senate: Mr. Speaker, Sir, I support the position expressed by the Senators on this issue. Earlier on people used to perceive fishing as a matter reserved or secluded only to the counties around Lake Victoria and the Indian Ocean at the coast. Right now, families all over the nation benefit from fish farming. If you go to any part of the country you will find that many young people have taken up fish farming, which they do in fish pods. Mr. Speaker, Sir, it is important that this matter be looked into. The Senator for Mombasa has expressed it very well ... view
  • 13 Mar 2018 in Senate: On a point of order, Mr. Speaker, Sir. Let me correct the Senator for Mombasa County that not the Chairperson for Energy, Roads and Transport. The Chairperson of the Standing Committee on Energy, Roads and Transport does not have habit of postponing statements. I am the Chairperson of Energy, Roads and Transport. I am sure he is referring to another Committee. view
  • 13 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. Last week, I had already moved this Bill, but debate on it was interrupted before I finished. However, I had a few more points to highlight and then wrap up. Allow me to do a quick recap for the benefit of hon. Senators who were not present then. When debate was interrupted at the rise of the House, I had largely taken Members through what I had intended to propose in this Bill. The principle object of this Bill is to provide for procedures and ceremony for the assumption of office of the county governor ... view
