Thank you, Mr. Speaker Sir. I take this opportunity to thank my colleague for being magnanimous enough to appoint me as one of the Members of the Joint Parliamentary Select Committee on Election Laws that heard the opinions of members of the public on this Bill. I congratulate my colleagues on having passed this Bill up to the stage that we are debating. A few weeks ago, the Supreme Court of Kenya passed a judgment that annulled the general elections. In doing so, it pronounced that there were irregularities and illegalities. Moreover, Justice Maraga in one of his pronouncement when ...

Thank you, Mr. Speaker, Sir. I beg to support this Bill as my colleagues have done. First, I acknowledge that the elections of August 2017 were not only unique, but exceptional in the history of this country. This is because these are elections which were the second elections held under our new Constitution. This country remembers that in the year 2010, we gave ourselves a new Constitution. We conducted our first elections in 2013 under that Constitution and a lot of lessons had to be learnt and have been learnt since then. Mr. Speaker, Sir, after the elections of August ...

Thank you, Madam Temporary Speaker. I rise to support the Motion on the approval of the Senate Calendar for this Session. I congratulate you, as my colleagues have done, for being appointed to the Speaker’s Panel. I am sure, even though the seat has been described as a “big seat” the brains behind the person seating on the seat are bigger than the seat. Madam Temporary Speaker, I want to note that it was in the Senate’s plan in the Eleventh Parliament to deliberate as a House and see how we can accommodate the Senate sittings in the counties. It ...

Mr. Speaker, Sir, I rise to support the Motion on the Floor, specifically discussing the situation that we find ourselves in as a country. My thoughts are that as a country, I think it is time for us to take stock. We started on a journey from 1992 onwards when we held our first democratic elections under the repealed law - Section 2(a) - when we could not have elections under a multiparty democratic system.

Mr. Speaker, Sir, I did not realise that time was moving so fast. I wanted to pose the question whether we can say that; as leaders who are given that opportunity to chart the way forward for this country in this new democratic found freedom, we have done right to those that have elected us by failing to hold to account those who have even owned up to it. If we look at the events of 2007-2008 more than 1,300 Kenyans not only lost their lives but even many more lost their property while others were maimed and crippled while ...

Thank you, Mr. Speaker, Sir. I want to also take this opportunity to congratulate the newly elected Deputy Speaker of the Senate, Sen. (Prof.) Kindiki. If you may recall, I am one of those who wanted to contest for the office of the Senate Deputy Speaker. However, I withdrew my candidature with others. However, I want to assure Sen. (Prof.) Kindiki that he has my full support as the elected Deputy Speaker. Being an African elder, he knows that if you go to a mzee’s house and get his girl and marry her, then you have to go back to ...

Mr. Speaker, Sir, in supporting this Motion, my curiosity is drawn to two items. First, it is with regard to this letter that is forwarded to us. The letter is authored by the Permanent Secretary (PS), National Treasury. Last time, the Auditor-General reported that more than Kshs240 billion of all monies disbursed to counties was misused, unaccounted for or virtually lost. This House for more than four years, persistently kept on insisting to the National Treasury, especially to the PS that when a governor has gone rogue and they have not accounted for monies disbursed to them, this House should ...
