  • 13 Sep 2017 in Senate: Thank you, Mr. Speaker, Sir. I wish to join my colleagues to congratulate you on being elected the speaker of the second Senate of the Republic of Kenya. I want to confirm that I have no doubt that you will not only have the capacity, but you have the wherewithal to be able to lead this House and guide us through this session of the Second Senate. I also want to congratulate my colleagues who have been elected alongside with myself. We now find ourselves with the responsibility of carrying out the duties expected of us by Kenyans. • 29 Mar 2017 in Senate: Thank you, Mr. Speaker, Sir. I had almost also decided to let it go, but I thank Sen. Obure for having brought it up. This being a House of records, we need to tidy up our records. Sen. (Dr.) Khalwale being one of the longest serving Members of this House knows that you cannot start addressing this House in one language then switch to another language. Our Standing Orders are very clear. Sen. (Dr.) Khalwale started to address the House then he went on and said that the Kisii Community is ndani kabisa . Then he talked of the Maasai ... view

  • 28 Mar 2017 in Senate: Mr. Temporary Speaker, Sir, I was restraining myself from interfering with the flow of thoughts of the Senate Minority Leader as he makes his contribution. This being a House of records and a House of precedence, it made a ruling that information or a collection of newspaper cuttings does not form the basis to inform this House on either making a decision or determination or even putting on record what has been said. If the Hon. Senator is, indeed, keen on disputing and terming as false any part of that speech, it is only right and logical that he offers ... view
  • 28 Mar 2017 in Senate: Mr. Temporary Speaker, Sir, I do not want to take the House into a seesaw of argument between myself and the Senator. But I believe no matter the position of the Senator in this House, he also owes faith and allegiance to the rules of the House. He cannot pretend to ignore them when he is making a contribution but when it is convenient when another Senator is on the Floor, then it becomes a binding rule. It is not secret in this House that this House does not rely on information collected from television sets or newspapers. That ruling ... view
  • 28 Mar 2017 in Senate: Mr. Temporary Speaker, Sir, with your indulgence, I want to remind the Chair that you have a cardinal duty to also protect the dignity of this House. We cannot say that the rules only apply to some people. It is not right when Sen. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 28 Mar 2017 in Senate: In his contribution, he has clearly declared that it is a falsehood. Can he withdraw or substantiate--- view
