  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I am touching on the last document showing that the Attorney-General’s office has been implicated through certain fraudulent characters who have even purported to appoint directors on behalf Mboi Kamiti. Those transactions are being sanctioned from the Attorney-general’s office. So, I am very surprised. I would want him to react to these documents. view
  • 3 Dec 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am only complaining that even the Attorney-General has not seen the affidavit containing complaints about his office or even about crimes that have been committed from his office; he is asking the citizens of this country to go and complain to the police about maladministration of justice in his office. That is very unfortunate, and is a very casual way of handling this matter by the Attorney-General! view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I would refer you to documents listed as Document No. 12 in that list. It is an affidavit sworn by a former director, where she did say that the Attorney-General’s Office had been involved in registering particular persons as directors with a view to facilitating the transactions in question. view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, this is a company with over 10,000 members and its properties are being fraudulently taken over with connivance from the Attorney- General’s Office, but without his knowledge. We have tabled these documents for him and he does not even have the interest to even look at them! He simply says that he is not a party to the case. view
  • 3 Dec 2009 in National Assembly: I am sorry, Mr. Deputy Speaker, Sir. It is numbered 11A, an affidavit by Gladys Waithera Kamau sworn on the 1st day of October. It is a statutory declaration. view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, the Attorney-General has accepted that there are wrangles concerning the directors. We have also brought to his attention the fact that the company’s properties are, in the meantime, being dissipated very rapidly. This means that there are people taking advantage to sell the 530 acres of land which is worth Kshs100 million in Kiambu. It is the Attorney-General’s mandate to ensure that there is a list of directors. Is it, therefore, not true that the Office of the Attorney-General is best placed to resolve the wrangles involving the directors? That is precisely what the officers have ... view
  • 2 Dec 2009 in National Assembly: Thank you, Mr. Speaker, Sir. I also want to thank the Prime Minister for that statement of policy. I would like him to confirm something about the Kazi KwaVijana Programme. Could he confirm that the programme is not in the current Budget as a result of inefficiency that was disclosed in the last financial year? Could he also confirm that, that happened due to the failure by the Government to implement specific reforms on public expenditure management? What is the Government doing about that? view
  • 2 Dec 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the National Land Policy. I would like to begin my contribution by supporting this Policy and point out that it is a great shame that this country has operated without a land policy for up to 30 years. We say it is a shame because, as it has been alluded to by other speakers before me, we have had a lot of mess in this country arising from the mismanagement of land resources in this country. Therefore, this Policy is a very welcome intervention to ... view
  • 1 Dec 2009 in National Assembly: Mr. Speaker, Sir, I want the Minister to clarify whether it is in order for the Government to discriminate IDPs merely on the basis that they were displaced prior to 2007? view
  • 1 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I am not seeking a Ministerial Statement; I sought a Ministerial Statement last week but one from the Ministry of Education concerning the directive by the Ministry on the syllabus on secondary schools, specifically about the sciences--- view
