Madam Temporary Speaker, it is good for Sen. Muthama to know that I have friends who are prime ministers in other countries. I was talking of the Prime Minister of Algeria. That great leader of that nation told me that when he was the Minister for Water in his country, they made sure that 50 per cent of their budget was utilised to make sure they conserve and harvest rain water. Thank you, Mr. Temporary Speaker, Sir, for allowing me to second this amendment. From the outset, just as my Chairperson has said, this is a brief amendment. He has explained the reason behind the amendment which is worth supporting. My Chairman has explained the reasons and the technical terms. The most important thing is to know the legalities with regard to collection of revenue, how to use the monies and to come up with county Finance Bills, which have not, so far, been passed by any county. Mr. Temporary Speaker, Sir, as I was seated here listening to Sen. (Prof.) Lonyangapuo narrating how many industries collapsed because of lack of support from our Government, I really felt ashamed. Currently, we are really talking about Vision 2030. But when Sen. (Prof.) Lonyangapuo cited many industries, including Kicomi and others which have died, I just also remembered that in my own county, we used to grow cotton.
