  • 1 Apr 2010 in National Assembly: Mr. Speaker, Sir, this amendment was premised on the fact that the National Accord has its own sunset clause and it was not necessary to have it in the draft Constitution. We are making it too wordy for nothing. However, going by my earlier wisdom, I wish to withdraw. view
  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I also rise to support this amendment. I thank the Minister for doing a lot to bring all the stakeholders on board. Going by the defeat of the previous amendments, it behoves us to support this noble amendment which, in itself, will protect those who are in life threatening situations and require medical attention. If, in a blanket, we say that we are not for abortion, which I do not support, and we do not put that clause which the Minister has cleverly put, then we will put the lives of our daughters and mothers at ... view
  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to oppose. view
  • 31 Mar 2010 in National Assembly: I oppose for the simple reason that when I look at the amendment that was brought by the Minister, by deleting 4 and substituting it with further amendment to the amendment it changes the whole substance and meaning of that Article. So, the greatest thing that the Attorney-General would have done guided by his wisdom, would have been to bring an amendment to delete Article 4 instead of amending it because it changes the whole substance and meaning of that Article. view
  • 31 Mar 2010 in National Assembly: With those few remarks, I oppose. view
  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir. I was so sure that if I am on this side you would see me and I thank you for the chance. I stand to support this Motion of Adjournment and briefly state that it is very necessary for all of us to have time to go and look into our Constituencies Development Fund (CDF) projects, which we have initiated. Due to the business that we have had in this House, some of us have not been able to visit these projects, and it is very necessary that we we go and visit them. I will ... view
  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, secondly, I would like to speak on the issue of the Draft Constitution. It is critical that we are commenting on the Constitution, but I would urge Members to make sure that they do not polarise the country as we saw in the referendum of 2005. This is because there maybe some utterances that maybe coming from our political leaders that might just start whipping up ethnic sentiments and, therefore, creating rifts among people. view
  • 8 Dec 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. The Minister has said that the Board was so annoyed that it decided to advice that the contract be renewed for one year. I do not know whether that is how it should be. Am I in order, going by the interest this matter has generated and looking at the previous rulings of the Speaker on the issue of the Managing Director (MD) for the Kenya Medical Training College (KMTC), to seek your indulgence to refer this matter to the Departmental Committee on Agriculture, Livestock and Co-operatives? view
  • 16 Sep 2009 in National Assembly: Mr. Speaker, Sir, I would like to apologise for coming late because I was attending to matters relating to the welfare of staff of Parliament. view
  • 16 Sep 2009 in National Assembly: asked the Minister for Education:- (a) to state the criteria used to select schools to benefit from the School Feeding Programme (SFP) in Arid and Semi Arid areas; and, (b) why no schools in Ndeiya Division in Limuru Constituency benefitted from the programme, considering that the division is in a semi-arid area. view
