Mr. Deputy Speaker, Sir, the Government capacity to borrow from the local market which is usually guided by the budget deficit raises a question. It raises a question whether the Minister, in his wisdom, is merely looking for a way out to bring, through the paperless society, ways and means of robbing the poor Kenyan wananchi through Goldenberg-like scam. I am not satisfied that the Minister has put in place the internal mechanisms for monitoring such cashless and paperless borrowing. Is the Minister, in his wisdom, truly being honest to this House that, indeed, he is merely upgrading the system ...

Mr. Deputy Speaker, Sir, while thanking the Assistant Minister for his answer, perhaps, he may demonstrate his seriousness by telling the House, and the constituents of Muhoroni, how much money has been budgeted for those particular market centres, health facilities and secondary schools.

Mr. Deputy Speaker, Sir, I believe that the Rural Electrification Programme has over Kshs5 billion, most of which appears not to be utilised in areas such as Lake Victoria shores. When is the Minister going to supplement the efforts of donors like the French, by utilising Government funds that have been earmarked for rural electrification?

Mr. Deputy Speaker, Sir, the Minister, who is a former trade unionist with the University Academic Staff Union, is fully aware that in the recent ranking of universities in Africa, Kenyan universities were particularly not highly rated. What is the Ministry doing to ensure that our universities offer quality programmes to compete with similar institutions in the world?

Mr. Temporary Deputy Chairman, Sir, the clash between man and wildlife is increasingly becoming an issue. I request the Ministry to put a proper policy in place. Our towns are growing. Our population is also growing fast and so is the wildlife. The Ministry should, therefore, come up with a proper policy to manage the human-wildlife conflict. Lastly, the western circuit is lying idle. The biggest fresh water lake and other resources in that area should be developed.
