Mr. Temporary Deputy Chairman, Sir, I stand here to oppose the amendment by Ms. Njoki Ndung'u. I believe the delicate matter between a man and woman should not be legislated at micro level. We should provide for both gender. But we should not go into the details. Proving or disapproving this proposal in court would be a gigantic task.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Would it not be in order for the honourable Minister to immediately table the names of those land grabbers, because, indeed, he may not get another opportunity to do so? If somebody has grabbed the land that he is talking about, let him table the names immediately, so that action can be taken against the grabbers.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Thank you, Mr. Temporary Deputy Speaker, Sir. I wish to add my voice to this Motion. This is one of the few Ministries where the Development Budget, far exceeds, the Recurrent Budget. Indeed, the Recurrent Budget is only Kshs154 million and the Development Budget is well in excess of Kshs19 billion. We are now being asked to approve Kshs12.5 billion. Mr. Temporary Deputy Speaker, Sir, the hon. Minister, indeed, made a public statement when he took over this Ministry and said he will speak less, listen more and take more action. Indeed, he took action. However, there are several areas where he has not taken enough action. I also wish to point out those ones, especially the way the Development Vote is being spent.
