Deputy Speaker, this amendment brings to attention that somebody experienced in garbage management should oversee the whole country’s management system instead of relying on NEMA, which is focused on environmental matters, and has no garbage recycling expertise. As an expert, I know what is required. If we had expertise in NEMA we would not be having piles and piles of garbage deposits all over the country. So, we need to have somebody who is versed with management of garbage to take care and bring efficiency in a functioning system. view

I come to the opinion that the National Cereals and Produce Board should not only be handling fertilizer but there should be a certain section for technical staff to actually train the farmers who have got less skills. view

I think the NCPB should have a separate section with technical staff who can maybe equip the farmers with the relevant technical skills on how to apply fertilizer on crops. This is because you find instances whereby somebody can go and buy a certain chemical and maybe it is not really meant for that crop. In this matter, maybe the relevant technical knowhow will assist such farmers. It is not a bad idea that people are really informed before such a big factory is constructed to produce fertilizer.   • 15 May 2013 in National Assembly: Thank you, hon. Speaker. I stand to oppose this Motion. The insurance being talked about is something that we know for sure may not work. The harsh climatic conditions are a common occurrence in those areas. The Arabian counties are dry areas but they produce enough food even for export. With good technology, we can do a lot with our dry areas. We need to drill water and dig dams. We need to get a permanent solution for those areas. Insurance of livestock will not be the permanent solution that we may be looking for. I beg to oppose. view

  • 24 Apr 2013 in National Assembly: Hon. Deputy Speaker, I wish to congratulate you and hon. Speaker for being elected in this Eleventh Parliament. I would also like to comment on the Presidential Speech. It is very important to note the issues of health that come from garbage. Most towns have a problem of garbage and it should not be seen as an eyesore because it can give us energy like biogas. It can also create jobs. For that matter, I imagine that with the technology that we have in the current Century, we can invest and turn the garbage menace to a profitable venture. view
  • 24 Apr 2013 in National Assembly: Secondly, on infrastructure, His Excellency said that he was going to put more emphasis there; I do not know whether those constituencies that were hived from the biggest constituencies get the Economic Stimulus Programme (ESP) funds apart from the Constituencies Development Fund (CDF). This is because for those constituencies like Ganze, it is a shame that there is not even a CDF office. All offices are in the other constituencies which they were depending on and so there is absolutely nothing in Ganze.
