The highlight of that Conference was the election of the Speaker of the National Assembly Right Hon. Justin Muturi, EGH, MP. as the Chairperson of the Executive Committee of the CPA Africa Region. J.B Muturi on his election to the CPA African Region. That position places Kenya at a very good point in Africa, both politically and economically. Therefore, I once again join Sen. Poghisio and other Senators in congratulating Hon. J.B Muturi. Hon. Poghisio also talked about the benefits of CPA membership.   • 28 Feb 2019 in Senate: Thank you, Madam Temporary Speaker. I support the adjournment the Senate, so that we can attend the Devolution Conference. The Devolution Conference is very important for all actors in the devolution process. It will enable them to meet and discuss how far they have come and they are going. It will also enable them to take note of what it is they need to do and the challenges and scenarios in devolution. Mr. Deputy Speaker, Sir, I would like to dwell on only one issue, which is that agriculture is a devolved function. Counties have abdicated this function and left it to the national Government, which is abusing it.
