  • 14 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, I would like to request the Assistant Minister to tour West Pokot District and other districts in the North Rift, so that he knows what is happening on the ground. He comes from the Coast Province and he does not know where the North Rift is. Could the Government consider posting more police reservists to the area to protect the people? Other communities are not being disarmed like the Assistant Minister has purported. view

As the Mover and seconder have said, this Motion is long overdue because the 46 districts which were created during Independence were created when the population of this country was less than 20 million. I am just being logical by saying that the Subas were completely sub-merged by the Luos! They were not recognised. But now that they have a district of their own, they can, at least, speak. view

I was just trying to bring up the point that there are certain small communities that have been marginalised by bigger communities. But now, by the creation of new districts--- Even the Shangilas living near Lake Turkana should get their own district! That is because they are now sub-merged by the Samburus and Turkanas. So, I was simply trying to say that we need services closer to our people.   • 31 May 2006 in National Assembly: Mr. Speaker, Sir, I think the Assistant Minister is belittling this Question. This is because the incident took place in February, 2006 and this is the end of May. How come that it took the police officers a long time to arrest the suspect? From the way the Question is framed, it appears as if this is a known suspect. Could the Assistant Minister tell us whether the man has been arrested and charged in a court of law? Could the police officers who colluded with the suspect be also arrested? view

  • 31 May 2006 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has missed the point. When the Office of the President designates a district an ASAL area, there are certain pockets of the district which are left out of that categorisation. It would not be wise for her to abdicate her responsibility to the District Development Committee (DDC). So, I am pleading with her to consider, through the District Education Board (DEB), those zones that fall within ASAL areas, even though the district has not been gazetted as ASAL area by the Office of the President, just like the zone that Mr. Munya talked about. view

I am perturbed by the Minister's request to Dr. Ojiambo to withdraw this Motion. I do not know whether this Government makes its plans upside down. It seems to me that the Ministry is making very haphazard plans. This Motion is long overdue. The Government should be serious about the fight against corruption.
