Mr. Speaker, Sir, I am surprised by the Assistant Minister in saying that he is not aware that many college and secondary school students have dropped out because of the previous and current famines. He has given us, as an example, the improved school enrolment in West Pokot District. However, he has not told us the exact number of students who have dropped out because of the previous famine that ravaged the area. Mr. Speaker, Sir, it is good that the Ministry has sent money to ASAL areas. The Assistant Minister has said that they have disbursed money to seven districts in the country. Could he consider channelling this money through the constituency bursary fund and not directly to the secondary schools? There is a lot of misappropriation in these schools.

My point of order is, the Assistant Minister is not being humanitarian. This man was acquitted by the court. The hon. Member is being so lenient; he is asking the Office of the President to retire him on public interest. He is not in order to mislead the House and the nation at large. I feel it is in order for the Office of the President to consider retiring this man on public interest for the sake of the community.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member, who does not grow maize and, therefore, does not deliver even a single bag to the NCPB, to impute an improper motive on the farmers? Right now, farmers from Kapenguria have not been paid their money? Is he in order? He should apologise to the farmers!

Mr. Speaker, Sir, I think the Assistant Minister is not taking this Question seriously. If you consider the 11,000 children who are orphaned by AIDS, yet the total population of primary school children in the constituency is 33,000, it is quite alarming. He has said his Ministry is considering reviewing the school-feeding programme. When is he going to do so? He has said this time and again, including when a similar Question was brought about West Pokot District. The school-feeding programme should encompass all children suffering from HIV/AIDS in other districts including West Pokot.

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister knows very well that we have a shortage of Quality Assurance and Standards Officers all over the country. In West Pokot District, for example, we do not have even one officer. She has not told us how many officers the Ministry is planning to recruit.
