Mr. Deputy Speaker, Sir, the Assistant Minister has said that they have given out the file to the office of the Attorney-General for him to make a decision. How long does it take for him to make a decision? This is now three years down the line!

Mr. Deputy Speaker, Sir, I think the Assistant Minister is not serious. I think he is taking this Question very lightly. The hon. Member has asked when the Ministry will act because that company has no legal basis and yet it has been collecting money. When will the company be registered? This Assistant Minister is joking!

Mr. Deputy Speaker, Sir, Teso District was created alongside other districts. As far as I know, other districts have been given boundaries. Why has it taken long for the Government to determine the boundaries between Teso, Busia, Bungoma and Mt. Elgon districts?

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister should not tell us that he is not aware that officers at police stations claim not to have fuel when cases of crime are reported to them. Many times, police officers have asked the local people to contribute some money with which to buy fuel whenever the local people report cases of crime to them. The practice is very common, even in my own constituency. Could he tell us how many litres of fuel they give to police stations countrywide? We also have a similar problem in my constituency. Mr. Speaker, Sir, as the Vice-President and Minister for Home Affairs is considering sending a land registrar to Rachuonyo District, since Independence, West Pokot has never had one. We have put up an office for this officer and we have been promised one for several years but he or she has not reported. Could the Vice-President and Minister for Home Affairs consider sending us one because we are in the process of registering land in West Pokot?

Mr. Speaker, Sir, this issue of title deeds is a very common problem. We have asked several Questions about when the Government will speed up the issuance of title deeds in certain areas. The Assistant Minister has given the same answer again. In my constituency, we have done surveying but title deeds have not been issued. When will the Assistant Minister speed up the exercise to ensure that title deeds are given for these areas?
