Mr. Temporary Deputy Speaker, Sir, this Government waits until a Question is brought to this House and then they act. This Question has been on the Order Paper for more than a month. It was after the Question appeared on the Order Paper that the Ministry started to repair roads in Eastleigh area. Mr. Temporary Deputy Speaker, Sir, it is good that the Assistant Minister hails from the community that lives in Eastleigh area. When did the Nairobi City Council start repairing roads in that area? When does it expect to finish the work?

Mr. Temporary Deputy Speaker, Sir, I would like the Assistant Minister to visit Eastleigh estate in person and confirm what he has told this House. How much money has the Ministry set aside for road maintenance in Eastleigh area? It is one thing to construct a road and another to maintain it.

On a point of order, Mr. Temporary Deputy Speaker, Sir. The Assistant 1942 PARLIAMENTARY DEBATES July 11, 2006 Minister has not answered my question. I asked how much money the Ministry has set aside for road maintenance in Eastleigh!

Mr. Temporary Deputy Chairman, Sir, I do not think the argument being put forward by the Assistant Minister is valid. The names that are being proposed to be added to the Board are: The Kenya Navy Commander, the Director of NEMA and Director of Fisheries. The argument is simple: Who are the chief advisers? Who is going to assist in controlling piracy? It is the Kenya Navy. NEMA are experts in environment matters and they will give advice on how to tackle oil spills. That will help the Authority.

Mr. Temporary Deputy Speaker, Sir, I want to thank hon. Khamisi for giving me this opportunity to say a few words in supporting this very important Motion. It is important that we learn lessons from our past. If we do not learn lessons from our past, even passing Motions like this one will be a waste of time. I want to plead with the Minister to ensure that after we pass this Motion a Bill is quickly brought to the House. The Government should take it upon itself to implement this Motion. Mr. Deputy Speaker, Sir, the question of creating divisions without posting DOs there is common. Even in my constituency, we have two divisions that were created in 1996. The Government posted DOs to the divisions for one year and then removed them. What is the policy of the Government on the creation of divisions? Could the Assistant Minister ensure that DOs are posted to those divisions? Could he also ensure that there are facilities in those divisions, especially those in West Pokot District?

Mr. Deputy Speaker, Sir, first of all, the Assistant Minister has said that 2,281 firearms have been recovered from the North Rift. I did not ask about the North Rift, but specifically about West Pokot. He is trying to camouflage West Pokot with North Rift. However, West Pokot is not the North Rift.
