Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

  • 26 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This Bill does not refer to men or women, but to all sexes. Is the hon. Member in order to mislead the House that this is directed at men? view
  • 26 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, the inference here is that if the employer is a woman and she demands sex, she is equally guilty. Is the hon. Member in order to mislead the House that this is only referring to men when he knows that, in fact, it applies to women? view
  • 25 Apr 2006 in National Assembly: Mr. Speaker, Sir, I, like my colleagues who spoke earlier on, stand to oppose 644 PARLIAMENTARY DEBATES April 25, 2006 this Motion. I do not want to belabour the point that this country cannot develop if we continue to spend most of our meagre resources, merely in consumption; when we put too much money in Recurrent Estimates at the expense of development. Therefore, looking at the Supplementary Estimates, one is saddened that we are reducing the very little we had provided for in the Printed Estimates. When you look at the Printed Estimates, you will see that we had allocated ... view
  • 25 Apr 2006 in National Assembly: I have looked at the other Ministries' Votes and found out that the trend is consistent. There is increment in the Recurrent Expenditure and reduction in Development Expenditure. For example, I have looked at the Vote for the Ministry of Roads and Public Works and seen that a number of road projects which were approved have either been cancelled or funding has been substantially reduced. I want to give one example so as to explain what I am talking about. On page 381, Head 385, Sub-Head 420, Isiolo District, Construction of Roads, in the Printed Estimates, there was Kshs102 million ... view
  • 25 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Could the Minister point out where the Kshs13.8 billion for famine relief is? On which page is it? view

  • 25 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Dr. Kituyi promised to show us the Kshs38 billion for famine relief in the Supplementary Estimates! view
  • 25 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, in addition to that, the Assistant Minister is talking about Vote R03, which is the Directorate of Personnel Management--- view
  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the interest being expressed by hon. Members on this Question. I represent the largest slum in Africa South of the Sahara. Kibera has a population of nearly one million people. The conditions of living in the slums are pathetic. We have what we call "flying toilets". Somebody relieves himself on a piece of newspaper, raps it and throws it away. The slum upgrading project the Minister is talking about is under the Ministry of Housing and not the Ministry of Local Government. The Question before us is asking what the Ministry is doing as ... view
  • 19 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Minister is saying that funds were removed from the Ministry of Local Government to the Ministry Roads, Public Works and Housing. But he has not answered the question that I asked! view
