Mr. Speaker, Sir, the Statement that the Right hon. Prime Minister is about to give arises from the questions that both hon. Yusuf Hassan and I raised. I thought it would have been fairer if the Right hon. Prime Minister gave us a copy of the written answer so that we can interrogate the Statement. Otherwise, he is just giving us a blank Statement and it will be difficult to interrogate it.

Mr. Speaker, Sir, despite the fact that three Ministries have not submitted the cost of their expenses, I want to thank the Prime Minister for that comprehensive Statement. Even though we have not been able to actually get the actual total cost of the amount of money spent by Cabinet, but certainly that is really collossal. My concern here is that we are seated here - I came from my constituency two days ago - schools are about to close because there is no food in boarding schools. Drought-striken areas which normally depend on relief food are not getting food. ...

Mr. Speaker, Sir, I want to appreciate the fact that the Ministry experiences shortage of Civil Registrars in the counties, but I also believe that we have a Civil Registrar in every county. The districts that are experiencing this problem are the new ones. Is it possible to give sufficient funds to the Civil Registrars who are based in the counties, so that they can come up with programmes for visiting all the districts within their counties and serve the people instead of the people travelling long distances to get the services?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Appropriation Bill. I want to start by thanking the Minister for taking the initiative to implement recommendations made by this Parliament and for involving Parliament, through the Budget Committee, in the Budget-making process; he has also involved in the process members of the public through public participation. Mr. Temporary Deputy Speaker, Sir, I was just saying that it is important that the Government actually considers the livestock sector, which is crucial to the pastoral communities. I was concerned that in the 2011/2012 Budget, Kshs300 million was set aside for restocking, yet this money was returned to the Treasury. It was really unfair given that those of us who come from the pastoral areas have had difficult times as a result of the severe drought that has faced our regions.
