Mr. Speaker, Sir, I really want to thank the Assistant Minister for that detailed answer. Now, Mr. Assistant Minister, if you look at Wamba Mission Hospital, it is more or less like a referral hospital because it covers the entire region. I want to appreciate the Government because so far, it has seconded four medical officers, including a surgeon. But my concern is that, that hospital requires a radiographer, who is actually critical for X-Ray services. We also require an anesthetist. That request has been made to your Ministry. Mr. Speaker, Sir, if you look at those health facilities, out of 16 only three, one hospital and two other health centres--- Majority of them were constructed under CDF. How come none of the 13 dispensaries has been upgraded or expanded to a health centre? What plans do you have to upgrade the same?

Mr. Speaker, Sir, I am aware that the Government has started releasing funds for completion of health facilities under the ESP. However, my concern now is that the funds are being released when we are just coming to the end of the financial year. We know the process of disbursement of funds at district treasuries. What guarantee will the Assistant Minister give that these funds will not be returned to the Treasury upon the end of the financial year?

Mr. Speaker, Sir, Serolipi where this incident took place is actually in Samburu East and I want to appreciate that the Minister has increased the number of security personnel in the newly upgraded Serolipi Police Station. But I wanted to know from the Minister; given the number of incidences that have taken place along that highway, could he consider sending a vehicle to enable the security personnel to mount patrols in the area because they do not have a vehicle up to now?

Mr. Speaker, Sir, I really want to thank the Ministry because they have really done a lot to connect electricity to mainly the new districts. But my concern here is about the progress of these electricity connections. What is the Ministry doing to enhance or speed up the connection of electricity, specifically to those that are out of the national grid and even those institutions that are meant to benefit from solar energy?
