  • 9 Mar 2016 in National Assembly: I register my appreciation to the fact that KP has extended a power line on the national grid from Isiolo through Archers Post to Wamba. I am happy the lines have been connected to electricity and the County Government of Samburu is planning to install streetlights in Wamba and Archers Post, which are major trading centers in the constituency. This is certainly going to boost economic activities in the areas. People were surprised to see KETRACO officials coming to their land and trying to register their houses and structures along that route, not knowing that people in that area are registered under group ranches. I will start with Clause 5 about the role of the Cabinet Secretary (CS). I have no objection to the conduct of our adjudication in the counties, as it is enumerated. The CS is there to regulate the adjudication process of community land. I will talk about Clause 10, specifically about updating the members register. That will help them get certificate of titles so that they can claim ownership of the land. Clause 21, which is in the same Part V, talks about conservation and management of resources in community land. What I am concerned about here is that some ecosystems have rivers which cover so many areas. This is one thing we need to bring amendments to during the Committee of the whole House stage. Clause 29 talks about the usage of land. More importantly, this Bill recognises that pastoralism is just like any other economic activity. All of us cannot practise agricultural activities. There are communities that entirely depend on livestock. That is why pastoralism is critical.   • 2 Mar 2016 in National Assembly: Clause 8 deals with settlement of disputes. I agree that alternative dispute resolution mechanism should be applied. Traditional leadership systems should have structures just like we have council of elders. Prominent leaders in the society can do the mediation because when every case is taken to court, it takes a long time before it is determined. It is also expensive and encourages corruption. Alternative dispute resolution mechanism is really encouraging. view
