Mr. Speaker, Sir, I am still on Taata Lekooro. This man was assaulted on 19th September. The two notorious APs who assaulted him are known by names. I have Danson Mwiti and Raymond Nyongesa. Why have they not been arrested to date? It is now three months down the line since they assaulted this disabled man.

On a point of order, Mr. Speaker, Sir. The Assistant Minister says that any police officer who is involved in this kind of crime will not be spared. Now, I am saying that the two administration police officers are known by name and I have given their names. Why have they not been arrested? That is the question!

Mr. Speaker, Sir, this is a new Ministry. It does not have adequate staff to the extent that not every district has officers for this Ministry to be able to identify projects. Could the Minister explain how he ensures that the core projects, as per the needs of the people, are included in the strategic plan, particularly in areas where the Ministry does not have staff?

Mr. Speaker, Sir, the Assistant Minister has said that he is yet to post an Officer Commanding Police Division (OCPD) to Samburu East. Unless he is not aware or has withdrawn the OCPD, the OCPD is already there and he attended Mashujaa Day Celebrations. So, I really want to congratulate the Minister for that. On a point of order, Mr. Deputy Speaker, Sir. Yesterday, the Chair directed that the Minister of State for Defence responds to a statement that was requested by hon. Lekuton. The Minister is not here. The statement has been pending for more than a month. It is a grave matter and it made hon. Lekuton and I to cancel a trip to our constituency because there was a major security meeting. But because of the weighty matter that the Statement contains--- We feel that we are really frustrated.
