  • 30 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, from the answer that the Assistant Minister has given, it is true he has initiated some strategies to improve the academic performances in the districts. Are there any indicators to show that there has been any improvement at all, given that there is a big shortfall of teachers in the district? Are there any indicators showing that? view
  • 30 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, establishing boarding facilities is one way of retaining students, given that it is a nomadic community. Could the Assistant Minister tell the House how many local boarding schools exist at the moment and whether there is a possibility of upgrading low cost boarding schools into medium or high cost boarding schools? view
  • 30 Jun 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. He has not answered part of the question. I asked him whether it was possible to upgrade the local boarding schools into medium schools because of the number of students who have been enrolled in the boarding facilities. view
  • 17 Jun 2010 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) why the Government used Military choppers to round up and confiscate over 4,000 head of cattle belonging to herders while grazing at Naichamunye Plains in Samburu East in February, 2009; and, (b) who gave the authority for the confiscation of livestock belonging to Samburu herdsmen and what was the intention? view
  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, at one time, at least, it is necessary for the Government to tell the truth. These animals were grazing. By using military choppers, were they able to identify stolen cattle from the Samburu herd? Why did you have to use brutal force and apply communal punishment on innocent civilians? view
  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, I thank you for allowing many hon. Members to interrogate the Assistant Minister. Now that the Government has forcefully taken over 4,000 head of cattle that belong to the Samburu and we know that livestock is the only source of livelihood to that pastoral community--- The Assistant Minister is misleading the House. They targeted one community. view
  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, now that the Government has forcefully taken over 4,000 head of cattle that belong to 86 Samburu families that entirely depend on livestock for their livelihood, how does it intend to assist those families that have been denied a livelihood, medical care and even education of their children? view
  • 9 Jun 2010 in National Assembly: asked the Minister for Water and Irrigation:- (a) why it has taken so long to repair Lerata Borehole (KIJITO) in Samburu East, which broke down more than five months ago; and, (b) when the borehole will be repaired, considering that it is the only water source serving the entire Lerata Community. view
  • 9 Jun 2010 in National Assembly: Madam Temporary Deputy Speaker, Sir, there are three groups of census officials who were involved in the last national census. The third group is the village elders. I do not know what arrangement the Assistant Minister has to ensure that the village elders are also paid, because a majority of them do not have bank accounts; some of them are illiterate and, therefore, they could not meet the specifications as required. view
  • 9 Jun 2010 in National Assembly: Madam Temporary Deputy Speaker, I am aware that there are candidates who applied to be employed as DOs and they are university degree holders, but they were left out. Could the Assistant Minister explain under what circumstances these applicants were left out? Could the Assistant Minister explain under what circumstances these candidates were left out, and most particularly those ones who came from marginalized areas? He should also explain if, after recruiting these officers, they have actually got enough DOs to manage all the divisions, because I know that we still have administrative divisions that have no DOs? view
