  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to join my colleagues to appreciate the fact that hon. Chachu brought this Bill which is timely. It should be noted that drought is one of the national disasters that this country has been experiencing to the extent that, hardly two years pass without another drought occurring. It is important that through this Bill the Government allocates funds to cushion both agricultural farmers and livestock keepers who are affected by drought. Thank you. view

Temporary Deputy Speaker, I will start with a very sad incident that I experienced in March. I was a victim of armed thuggery. I was confronted by three armed thugs. One shot at me and after he disabled me, they then frisked me and took all the money I had, including my cell phones and the rest of the items. So, that confirms that there is still a high rate of unemployment in Kenya and also the poverty levels are very high. Therefore, we should support those youths who get involved in creating self employment, like boda boda operators. Hon.   • 15 Oct 2014 in National Assembly: rider or cyclist and passenger, they must have helmets. This is a requirement in Kenya, but it has never been enforced. It is important that this is institutionalized. Motorbike cyclists and their passengers should wear helmets so that, in the event of an accident, at least, one is protected. view

Speaker, my colleagues, who have spoken earlier, particularly those who come from arid and semi-arid Lands (ASALs), have talked about drought and this is one of the major challenges that we are facing. We are experiencing a severe drought associated with scarcity of water and food; this is because of the nature of the environment.   • 28 Aug 2014 in National Assembly: We know the Government had come up with a programme through the Kenya Meat Commission (KMC) of buying livestock while they were still healthy. I appeal that, through the Ministry of Agriculture, Livestock and Fisheries, the KMC should be able to mobilise services so as to be able to buy livestock while they are still healthy. This is because this is going to help the communities that rely on livestock to be able to raise fees for their school-going children and medical bills. Speaker, just to highlight the problems that are associated with severe drought, just about a week ago we experienced a very bad fight between the people of Samburu County and those of Isiolo County. Both communities that live in the two counties are livestock keepers, and during this dry season they move about with their livestock in search of water and grass. All their livestock have moved to the border of Samburu and Isiolo; due to the scarcity of resources, particularly water and grass, these people get involved in conflicts.
