  • 13 Aug 2014 in National Assembly: Thank you, hon. Deputy Speaker. When the Vice-Chairman was giving his Statement, he said that Mathari Mission Hospital cannot qualify to be a private hospital because it is not a profit-making institution. I completely agree with him because we have very many mission hospitals that provide services without making any profit. If the Government recognizes the support that mission hospitals give to local communities, why is it that they give them selected services like seconding to them medical officers and drugs. They are not treating them like other Government hospitals that provide services to local communities. view

  • 7 Aug 2014 in National Assembly: On a point of order, hon. Speaker. I seek your indulgence because I also have a lot of interest in this incident that took place in Maralal. If you can allow me to seek further clarification, I can appreciate. I had requested but probably you may not have seen me. view
  • 7 Aug 2014 in National Assembly: Thank you so much, hon. Speaker for your indulgence. Hon. Speaker, I was among the Members of Parliament who flew from Nairobi to Maralal when we got information of this fatal incident. We visited the police station and the entire area. There are three things of concern; that this was a peaceful demonstration, which is also allowed in our Constitution. The demonstrators were unarmed and the cattle that the police allege the youth wanted to get hold of from the police station were actually in the custody of the police where the deceased was killed. We visited the scene, which ... view
  • 7 Aug 2014 in National Assembly: just as important as the police officer? Could they take responsibility? If so, they should be able to compensate the family of the deceased. view
  • 6 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, we appreciate the action taken by the Government to deploy security personnel to Mpeketoni to maintain security. However, given the fact that the inhabitants of Mpeketoni are drawn from different ethnic communities, making the area cosmopolitan, in addition to deploying security personnel and setting up security camps to ensure that security prevails in the area, has there been any efforts to use traditional mechanisms to bring these communities together with a view to restoring relationships? If there are land issues, then certainly there is need to bring these people together, so that this problem does not ... view

  • 25 Jun 2014 in National Assembly: I want to start by commending the Chairman and the Members of the Budget and Appropriations Committee for a job well done. I will comment on only two areas. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 25 Jun 2014 in National Assembly: Specifically, I would like to refer to Vote 133 (Recurrent Budget), which provides for the Ministry of Interior and Coordination of National Government. This is a very large Ministry with many departments. I am particularly concerned about two departments. One of them is Policing Services, which I would like to link with security services. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, we realise that lately, we have encountered a lot of insecurity in the country, in form of terrorism, inter-clan conflicts, cattle rustling, et cetera . So, I want to appeal to the Ministry that oversees Policing Services that it is important for them to take into account the services being provided by the National Police Reservists, who actually supplement the efforts of security personnel. Persons serving as police reservists should also be given allowances because this is a very critical unit, specifically in the pastoral areas. view
