  • 25 Jun 2014 in National Assembly: The second point is about the National Registration of Persons Department. The department has the responsibility of issuing national Identity Cards (IDs) to the youth and other people who have not yet been issued with IDs. The youth are attaining the age of acquiring IDs on a daily basis. However, the allocation made for this specific institution is normally low to the extent that you find officers serving in the Department idling around when there are very many youths who are in need of the national ID. Therefore, it is important for the Ministry concerned to allocate sufficient funds for ... view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, my concern is on Vote R153, which relates to the funds allocated to the Department of Livestock. In the months of April and May we expect rains but the rains this time round have failed. This has affected both farmers and livestock keepers. Probably, farmers are a lot better as compared to livestock keepers because farmers can store their harvest until the rain comes. On the other hand, livestock keepers are disadvantaged because their livestock gets weaker every day. The only way the Government should have assisted livestock keepers, particularly now that we are experiencing severe drought; is ... view
  • 11 Jun 2014 in National Assembly: Hon. Speaker, first, I want to apologize for coming late. I still want to seek your indulgence because this Statement was filed in March. view
  • 11 Jun 2014 in National Assembly: Hon. Speaker, I was saying that I sought the Statement in March and I followed it up last week. I was told by the Clerk’s Department that I was going to be informed on when the Statement is due. For now, I do not have the details of the Statement and so I want to seek your indulgence that this can be deferred. view
  • 11 Jun 2014 in National Assembly: Hon. Speaker, I do not have the question with me because I filed this Statement in March. When I requested from the Clerk’s Department when the Statement was going to be due, I was told that I was going to be alerted. So, I did not know that it was coming in the afternoon and I want to request that it be deferred until tomorrow so that I can get the details. view

  • 5 Jun 2014 in National Assembly: Hon. Speaker, I do understand that the Statement has been differed to enable the questioner, the CS and the Committee to prosecute it further. My concern is that, from the Statement read by the Chair, it is established that those raids are carried out by Toposas of South Sudan. I was just wondering why we should ask the Government to put up security camps and yet, those raids are carried out by external forces. What is the Government doing to minimize those kinds of attacks? I do not think it is actually sufficient just to put up security camps. Is ... view
  • 19 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, there is nothing out of order, but looking at the Order Paper today, the order of business is heavy. I wonder whether it will be possible that you reduce the time taken by each Member, given the fact that today is a day for Private Members’ Motions, so that, at least, we can attempt to discuss many of the Motions that have been listed. You can see that they are in Second Reading. So, I just want to request the Chair whether it is possible to reduce the time to enable the Members who are willing ... view
