Hon. Speaker, this Petition is really timely. Even though this particular Petition has been committed to the Departmental Committee on Agriculture, Livestock and Co-operatives, just as it has been pointed out, the ESP projects cut across and have relevance to different Departmental Committees. The ESP projects have two components. One, many of those projects have stalled. Two, there are projects where contractors have been paid, but they have not completed even the work that has been paid for. Thank you, hon. Speaker, Sir. My question is similar to what hon. Eseli has raised. In his statement, the Leader of the Majority Party said that 12 schools never reopened although the area Member of Parliament is disputing because he is talking of 18. The fact remains that over ten schools never reopened. Chances are that these schools could have been destroyed to the extent that it may take time for them to be reconstructed. My concern now is: What happens? The Government has not told us what plans it has to ensure that these students whose schools never reopened ...

However, given that the majority of us are really willing to debate this Motion, is it possible to reduce the time to one minute per speaker, so that many of us are able to contribute?

The main economic activity in these ASAL areas is livestock rearing. That is what actually constitutes family income and food security.
