Thank you very much, Hon. Temporary Speaker, for giving me this opportunity to add my voice on this very important Bill that has been moved by the Member for Githunguri, Hon. Gathoni Wamuchomba. As Hon. Gathoni was moving this Bill, I listened to her and the Seconder very keenly. I took time to look at it and realised that this is a very important Bill that seeks to put into effect Article 57 of the Constitution. Our country has been very keen on ensuring that matters of the youth, people with disability, people living with cancer and people with HIV ...

Mheshimiwa Spika wa Muda, asante sana kwa kunipatia nafasi. Niko na hoja ya nidhamu. Ningependa kuuliza kama ni halali kwa Mheshimiwa Mwalyo kusema maneno ya kamuti . Amerudia mara mbili. Anajua inaweza kuleta shida katika Bunge ukirudia mara mbili. Ni halali?

Thank you very much, Hon. Deputy Speaker. I have interrupted Hon. Kibagendi on a matter of facts. When I look at the President’s Speech on pages 12 and 13, the President specifically talked about different cadres of the youth. He talked about the jua kali sector and further explained about engineers, architects, quantity surveyors, among other professions. Is it in order for Hon. Kibagendi to only focus on the negatives while ignoring all the positives? For example, on pages 12 and 13 all the positives have been clearly stated.
