As much as I am not a lawyer, by sitting in this House, I understand processes, procedures and products. I believe that they should not celebrate. You have taken us through the process of the Supplementary Estimates which was good. We have identified the areas of weakness. You have given us a very good way forward. The Cabinet Secretary for the National Treasury must adhere to timeline in the future. You have given us areas where there is lacuna in law which needs to be handled. view
  • 31 Mar 2022 in National Assembly: As the Member for Kitui South, I was shocked because Members were shouting loudly that the national Government can spend, under Article 223 of the Constitution, more than 10 per cent of the sum appropriated by Parliament for a particular financial year. That is what they kept on saying. It is only 7 per cent. We would like to thank you very much. Continue guiding this House. May God give you many more days, so that you continue giving us guidance. view

I would like to congratulate Hon. Osotsi for following his passion, this is what he has studied in school and he is trying to ensure this sector is properly regulated. The purpose of this Bill is to ensure there is proper training, registration, licensing and practising standards. I hope when this Bill becomes an Act of Parliament not only politicians but people out there doing what they do best will also be protected. I would also like to point out that everything has become digital from good health to what we eat. If someone wants to cut weight, they use a computer. I would like to ask Hon.   • 30 Mar 2022 in National Assembly: Hon. Temporary Deputy Speaker, I am being distracted by Hon. Pukose. We are talking about health, security and almost everything connected to the computer system. I request the Committee that will be handling this to ensure that there is a form of connectedness between ICT itself and all those other professions. This is because the people seem to consult the computer first before they go to the doctor. With regard to the economy, this Bill will also ensure we collect as much as possible.
