It touches on agriculture, trade and so many parastatals. It is a Bill that must come here so that Kenyans can benefit from the standards that are required. I had gone to the point, last evening, where I was talking about the Senate as well as the counties being able to scrutinise the bills that are brought to them so that they do not pay for ghost projects or projects that were never implemented. Equitable distribution of resources without caring where the votes went to during elections is a matter that needs to be looked into with regard to distribution of resources within our counties. I would like to take this opportunity also to support the County Allocation of Revenue Bill and also to thank the Budget and Appropriations Committee for the good work that they have been doing, with various Select Committees within very strict timelines. This Bill is going to provide equitable share of revenue to our counties. I take note that it has allocated a good chunk of it to my county of Kitui. I hope this money will make a difference within our counties with regard to functions that have already been devolved, especially matters of the county health functions, agriculture, provision of water, and provision of clean markets which is a very big concern today. I would like to thank the Budget and Appropriations Committee, the Chairman and Members, for the effort they have made in reviewing the Budget Estimates within the shortest time that was available. However, the Committee noted that only Kshs49 million has been given for resettlement of the landless in the Financial Year 2021/2022, against 39,000 people. You see, Kshs49 million against 39,000 persons clearly shows that planning has not been done very well.   • 9 Jun 2021 in National Assembly: With regard to recommendations, one of the policy recommendations is that the Ministry of Lands and Physical Planning should have stopped dealing with cash by 30th May, 2021. The National Treasury should allocate a vote to the State Department of Physical Planning as I had clearly explained and state the projects that should be funded. The Government, through the Cabinet, should review the current policy of centralising implementation of Information, Communication and Technology (ICT).
