Hon. Deputy Speaker, thank you for giving me a chance to comment on this response that was given by the Chairperson of the Departmental Committee on Administration and National Security. I think what the Chairperson may have tried to do was to avoid delving into the matter of foreign relations issues so that he does not concentrate on the matter of the Palestinians and Israel and focus on the local issues. I think he has done quite well. I would like to say that Kenyans have become more informed on facts that they can demonstrate and air their petitions to ...

Thank you very much, Hon. Speaker, for giving me a chance to comment on this Petition. First of all, I agree with Hon. Members who have spoken that this is a very important Petition that needs to be handled. Hon. Speaker, I would like to seek your guidance. Another Petition by Hon. Wario is alive before the Departmental Committee on Lands. We have already met all the stakeholders and the Petitioners twice about two weeks ago. They attended the Committee meeting to give more information on the said matter. We have met the Ministry of Lands and Physical Planning, the ...

the matters that he has raised now with the Petition that we are just about to conclude. When we engaged him last time, along with the Petitioners, we informed him that the only matters the Committee could not deal with were the issues of access to water points and insecurity because they lie with a different Committee. So, I would like to seek guidance on whether there is a possibility of merging the issues that he has raised right now together with the existing Petition. We are currently at the tail-end of a Petition that is more or less the ...

Thank you, Hon. Speaker. I would like to raise a concern. First of all, I would like to congratulate my colleagues who have tabled many Reports for Bills and other issues in their committees. As you are aware, the Departmental Committee on Lands receives many petitions. You did grant us leave and ordered that we make sure that we deliver our pending business within our committees and you gave us timelines. Last week the Departmental Committee on Lands really worked and we were able to finalise three petitions. When I asked for them this morning, I was told by the ...

I wanted to seek your direction. How long does it take? The next thing will be Members rising on the Floor of the House, asking about the petitions that they have brought to the Departmental Committee. We concluded three in Mombasa and this morning we worked on two. We are therefore working very hard. I would like to seek your direction: how long does it take for this quality control department to work on our reports, so that I can table my report and the Members of the Departmental Committee on Lands who have been working very hard not to ...

Thank you, Hon. Speaker for giving me a chance to make a comment on the petitions. I would like to start with the petition by Hon. Charles Ngusya Nguna. This matter of Kitui being left out of the hardship counties is disturbing. Some professionals who are considered to be working within the hardship areas are receiving hardship allowances while others are not. For example, teachers and police officers in some areas are getting it while others are not. It is a matter that needs to be looked into, seriously. For a county to be identified as a hardship county, it ...

Thank you, Hon. Chairman. I just want to support Hon. Makau and point out that this has to do with the general drafting with regard to protection from personal liability from the people involved in the activities within the institution. Thank you.

Thank you, Hon. Speaker, for giving me this opportunity. I want to congratulate Hon. Kutuny, the Vice-Chairperson of the Departmental Committee on Health on the way he has made this presentation and the commitment he has undertaken. I want to concur with Dr. Nyikal that Dr. Pukose has taken a big challenge because this Bill involves about 20 departments and it has a lot of interest. I want to encourage the Committee to ensure that those departments do not put their interests first especially with regard to what they do to maintain standards. They must put the country first and ...

Thank you, Hon. Deputy Speaker. I know that it is disappointing when Chairs do not appear, especially when they are required to move Motions. Apart from reading in our social media forums and everywhere else from where we are supposed to access information, I believe that it takes a very long process before a matter is presented on the Floor of this House, where the Office of the Clerk is involved and, this being a House of procedure, the Chair is prepared. In the absence of the Chair and Vice-Chair, any member of the Committee should take charge. When it ...

Hon. Speaker, I just wanted to say that this is not the first time that this Bill is coming before the Departmental Committee on Health. Towards the end of the 11th Parliament, Hon. (Dr.) Pukose brought the same Bill. We realised that this Bill has a lot of interest. As the other Hon. Members were discussing this, I overheard the former Leader of the Majority Party, Hon. Duale, saying that it has so many interests that in a way, he participated in ensuring that it did not move forward.
