Thank you, Hon. Temporary Speaker for giving me this opportunity to support the Bill. This is a Bill that touches on people at the grassroots level and we all need to support it. Health is very important to our people. We can all agree that, as Members of Parliament, every weekend we have more than 10 people in our houses who need money because their relatives are unable to pay hospital bills. Thank you, Hon. Deputy Speaker, for giving me this opportunity to discuss the regulations. It is the mandate of this House to come up with regulations. It is us, Members of Parliament, who are supposed to set what we need followed by our ministries or departments. I feel that they have taken the responsibilities of legislators to come up with legislation so that they have the control of all that happens in departments. I support the decision the Committee has come up with of saying that legislation should be left to Parliament.

Speaker, I rise to ask the Cabinet Secretary for Agriculture and Livestock Development the following Question: Could the Cabinet Secretary - (a) Explain why Eneng’eetia National Cereals and Produce Board (NCPB) depots in Olokurto Sub County, Narok North Constituency are idle, forcing farmers to travel kilometres away to dry their produce at Narok Town thereby incurring losses? (b) Outline the efforts being put in place to revive the Eneng’eetia NCPB depots in Narok North Constituency?
