  • 2 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to also congratulate the Committee for their good work. I will plead - like the Chair has done – with the “mutilators” on the other side not to interfere with this Bill. I believe we have done a good job. At the end of the day, Kenyans belong to the national Government. So, it is not necessary for anybody else to always think that the national Government has no role in the lives of our people and, especially, with regard to standards and tariffs that must stand. Our people must be ... view
  • 30 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity. At the outset, I would like to say that I am supporting the Report. This is a very emotive matter and it is across the board. It is not just in Taita Taveta; it is all over the country where local people are marginalised, oppressed and denied their cultural and birth rights. It is unfortunate that 51 years after Independence people of Kenya are still suffering in the hands of a few remnants of the colonialists. I believe that it is time that the National Land Commission moves with speed to ... view
  • 30 Jun 2015 in National Assembly: livelihood of the local people and depriving them of their right to education, communication and all the human rights that the Constitution grants them. It is time this Parliament says: “Enough is enough.” We must support the people of Taita Taveta and other parts of our country. I have a case in point. For example, in my constituency, there is an encroachment of the Mau Forest water tower. A few people extended their parcels of land and took away the land that is supposed to be for the children of the Maasai. I believe that the Committee on Implementation will ... view
  • 10 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Like my colleagues, I also support the Bill. We have many Kenyans who are suffering in foreign lands. Most of the times, they are in jail or in custody not because they are guilty, but because of racial, religious and other kinds of prejudices. This new law will ensure that they serve their sentences at home where they are near to their people. They will be in their country. I believe the sentences will be softer on them. Everybody knows that Kenyans are suffering in the Middle East. They ... view
  • 10 Jun 2015 in National Assembly: The Kenyan law permits pardon of prisoners within Kenya. The other good thing about this law is that when other nationals are jailed in Kenya, they can be taken to their countries. This is humane and in line with their human rights. This is beneficial to both the Kenyan Government and foreign people who are jailed in Kenya. In countries like China, there is a death sentence for petty offences. This Bill provides that if it involves the death penalty, the prisoners cannot be transferred. But when the prisoners are committed to life imprisonment, they can be transferred. This should ... view
  • 26 May 2015 in National Assembly: Thank you, hon. Deputy Speaker. I would like to second the Chairlady’s Motion. From the outset, the work that was done by this Mediation Committee was commendable. This should be the norm rather than the exception. When the two Houses agree, that makes the work easier for everybody rather than having an unnecessary tug of war that brings problems. The National Assembly did a good job as far as this Motion was concerned. There was an attempt to emasculate and even take over the powers of the Attorney General and bestow them on a representative of the Council of Governors, ... view

  • 30 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, I would also like to join my colleagues in supporting the Motion because I believe that everybody knows that teachers are the most important people in our lives, after our parents. The worst part about this country is that we do not appreciate the people who really matter. • 30 Apr 2015 in National Assembly: Assembly changes that. As the representatives of the people, we must do all that which is within our power to ensure that those teachers are paid. What is worrying more than anything else is the fact that whereas the court has started and passed rulings and judgements that those people should be paid, somebody decides to appeal and frustrate it and even makes the court issue a warrant of arrest to an innocent person. I believe ole Lengoiboni cannot and does not have the power to pay them. So, we are made to chase the red herring for nothing while ... view
  • 23 Apr 2015 in National Assembly: Thank you, hon. Speaker. I wish to support my Hon. Chairlady of the Departmental Committee on Environment and Natural Resources and second the proposals. I believe in what she has said. The Senate is actually trying to encroach on the powers of the national Government. This is something that this House should resist The electronic version of the Official Hansard Report is for information purposesonly.
