  • 24 Oct 2013 in National Assembly: Thank you, hon. Speaker, Sir, for giving me the opportunity to contribute on this very important Motion. The feeling I have is that once again, we are always buying time and delaying very critical issues and matters like this where we are supposed to select, nominate and allow our Members to go and participate in the PAP. The truth is that Kenya as a country has an agenda as we speak. We believe that, that agenda should be articulated at the PAP. For us not to have our Members represent us at the PAP is very wrong. My request to ... view
  • 22 Oct 2013 in National Assembly: Thank you, hon. Speaker. The San Marco Research Centre is a matter that is quite weighty for our country for the simple reason that year in, year out there have been disputes which have come with regard to it. Hon. Speaker, as the Deputy Minister for Foreign Affairs one of the last non- negotiated agreements before we left the Coalition Government was whether or not the The electronic version of the Official Hansard Report is for information purposesonly. • 22 Oct 2013 in National Assembly: Kenya Government was willing to re-engage and re-negotiate with the San Marco Research facility in Italy. The issues that came up at that particular moment had a lot to do with both bilateral and multilateral issues which involved Kenya and Italy. As you suggested, hon. Speaker, it would actually be a wonderful idea for this issue to be taken to the relevant Departmental Committee so that we can then summon the Ministry of Foreign Affairs, the Italian Ambassador to Kenya, and the management of San Marco so that the presentation is later provided to the House. That way, as you ... view
  • 16 Oct 2013 in National Assembly: Hon. Speaker, I am using hon. Bosire’s microphone. I have been having a serious challenge on carrying my card, but I am working on that. Is there a possibility that there is a reasonable assumption that we do not have quorum because Members of the House have no offices? We have got no houses to stay in because our mortgages are not ready. There are many outstanding issues. I seem to think that there is likelihood that this could be a go-slow. view

  • 9 Oct 2013 in National Assembly: Hon. Deputy Speaker, I would like to say that, personally I understand bilaterally that for a head of state to go to a foreign country and bring even Kshs1 billion, it is actually excellent because it is not easy for the President to go and bring funds from abroad. The only issue that I wanted to raise, which many of my colleagues in this House must have heard as it has been raised on several occasions, is whether the President in his visit to China, indeed, signed a bilateral agreement with the Chinese Government to have more than 250,000 Chinese ... view
  • 5 Sep 2013 in National Assembly: Hon. Speaker, I would like for the sake of clarity for some of us who may not be lawyers, and without debating the matter that the Leader of the Majority Party would want to table before the House--- It is important that you help some of us and, indeed, Kenyans understand what we are doing here today. If you look at Chapter One of the Constitution, it discusses the sovereignty of the people of Kenya and the Constitution of this country. Without discussing the sovereignty of the people of Kenya, which is clear in the Constitution, Article 2(5) discusses the ... view

  • 5 Sep 2013 in National Assembly: Hon. Speaker, Sir, if hon. A.B. Duale is aware, the Coalition Government was formed after an agreed arrangement which was legally binding and was brought to this House. So, it will be unfair--- view
