These particular Regulations are on the Public Procurement and Asset Disposal Act of 2015 and are meant to operationalise that Act. But when you look at Article 10 of the Constitution, it is very clear about national values and principles of governance. Part 2(c) of Article says that some of the values are good governance, integrity, transparency and accountability. Basically, this Act ensures that, that happens in this country.

The purpose of these regulations is to operationalise that Act, to harmonise and standardise the application of Government services in controlling of procurement and set a standard for public procurement and asset disposal management system for use in the Government. This is important because what has been happening is that we have not regulated how e- tendering/e-procurement will be done. This is really a step in the right direction, considering that these things have previously been done ...

Hon. Temporary Deputy Speaker, I also want to observe that it also provides for county governments responsibilities in respect to public procurement and asset disposal. This has been said by the Vice-Chairperson and it is important to note that the county governments have been cutting corners on the issues of public procurement. The law is very clear but apparently, when you go to the county government, who is really responsible? These Regulations have set responsibility on every individual at the county level so that whenever we have issues of impeachment of a governor, then we know what the governor is ...

30 Jun 2020 in National Assembly:
Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the passage of the mediated version of the County Governments (Amendment) Bill. At the outset, it is important to note that we already debated it and made our proposals. When the Senate and the National Assembly disagreed, the Mediation Committee came up with an acceptable version which is worth supporting. I am happy that they agreed with us on the fact that if there is no county gazette, the Kenya Gazette reigns supreme. I am also happy that they agreed on the issue of the qualifications that have ...

25 Jun 2020 in National Assembly:
Thank you very much, Hon. Speaker for this opportunity. I watched and was appalled by that video clip. I saw this Member in the company of a few political rejects. I am not being rude because these are former Senators who were removed by the public in the last elections. Those are the people who were seated there cheering him on. Hon. Speaker, I have listened to you a number of times speaking about Members prosecuting their issues in the media. A lot of times you have said there are Members who purport to have a Bill in the House, ...

25 Jun 2020 in National Assembly:
Thank you, Hon. Speaker. It is true that it is un- parliamentary. So, I replace the word “conman” with “conmanship”, which is an act and not a person. I withdraw the word “conman”. He is not a conman but his act was conmanship. Thank you.
