The fact remains that when you have energy, you work so hard. However, we are advised to keep some money for that time when we shall not be able to work in our older days. Almost every week in the newspapers, you will see a certain group of people complaining about non-payment of their pension. So, it is really a big problem and we need to deal with it. I rise to support the Report of the Committee on Delegated Legislation and wish to point out that it is not the responsibility of the Committee to deal with the merits or demerits of regulations that come to this House. It just looks at the legality of the instruments guided by the Statutory Instruments Act. What we really look at in that Committee is timely laying of the instruments in the House; whether they conform to the Statutory Instruments Act, in terms of Regulatory Impact Assessment; whether there is enough public participation; and, whether ... view

That is normal because you cannot put everything in an Act of Parliament. So, some little leeway is given to cabinet secretaries to do regulations and those regulations are the ones that come to the Committee. Sometimes I ask myself how life was before the Committee on Delegated Legislation was created. Peter Kaluma for coming up with a brilliant piece of legislation because, clearly, this is one of the problems that this country has faced. I have looked at the old law, which is also in this Bill and what it is intending to amend. In the part of the definition of the dependents, it says 'a wife' or 'wives' or 'former wife' or 'wives'. That obviously is one of the problems because whenever people are married and then they go their separate ways, it means that they go through court process and that marriage is terminated.
