Narok West, Kitui East and another Member got opportunity to contribute because they stood. I am wondering whether there is a change because I have used the procedure of the House which is to put my card and press and I was not getting opportunity. Do we have to stand so that you see us?

Thank you, Hon. Temporary Deputy Chairman. I also support the amendment but I have made an observation on the grammar. The second line of New Cause 18A says; “If there is a conflict between the provisions of this Act and the provisions of any---” There is something missing there. It then goes on: “the Universities Act in matters relating approval” The word “to” is also missing there.

No, Hon. Temporary Deputy Speaker. I am a true believer in capitalism and of course, free trade. I do not support the Government interfering with private enterprise particularly setting prices for individual businesses. Sometimes we have national interest and this Bill is based on that fact. Sometimes the national good must be considered above individual interests. Our national interest is to grow the economy. If we allow banks to operate the way they are doing, then our economy cannot grow as fast as we would expect because the number of people who can access funds will be reduced. We will ...

However, when I look at it and find that there is deceit in the way that business is being conducted, then it propels me to support my colleague. I had already told him that I will oppose this Bill but I have been compelled by the speakers that have spoken before that it is important to support it because it is for the good of our people. Thank you, Hon. Speaker, for this opportunity to contribute to this debate on community land. Members have contributed since yesterday and quite a lot has been said. In fact, a lot of ideas and errors that have been noted in the Bill have already been canvassed. I have observed keenly that Members have extreme interest in this Bill, particularly Members from certain regions like pastoralist areas. Obviously, they have major problems concerning communal land. It also goes further to say that community land shall not be disposed of or otherwise used except only when the interests of the owners are taken into consideration. It is also quoted in Article 6 of the Bill.

Hon. Speaker, I am mentioning this because many Members have raised concerns about allowing county governments to take control of community land. I just wanted to point out that we cannot do much about it because it is in the Constitution. I come from Machakos County and the county Government of Machakos was the first county government in the country to invite investors to invest there. We are also the first county government to purport to be coming up with a new city. The most interesting thing is that what was being given as motivation and where that city is supposed to be built is community land.
