Thank you, Hon. Temporary Deputy Speaker, for allowing me to second the amendments by Hon. Rasso. The Chairman of the Departmental Committee on Administration and National Security had said that Recommendation No.20 which states that the national Government should compensate victims for loss of lives, properties and livelihoods was a money issue. Hon. Rasso has been magnanimous enough to drop that amendment. Now that it is not a contentious issue, I hope that everybody can support those amendments. Hon. Temporary Deputy Speaker, Hon. Rasso is the Petitioner and, therefore, he understands the challenges his people are going through. As all of us as a country are aware, Saku and Marsabit in general have experienced a lot of insecurity. We have lost many lives. So, it will be upon us, as a House, to see how best we can look at the people of Saku and Marsabit as Kenyans who deserve security like any other individuals within the country. Thank you, Hon. Speaker. I support the Petition by Mr. Tema on the Laikipia issue. Article 67 creates the National Land Commission (NLC) which, among other things, as stated in 67(e), resolves matters either on its own initiation or complaints by members of the public on either current or past historical injustices. Article 68 talks of this House legislating on matters of land. I think we have run short of doing that. This is a time bomb! With time, as those people continue suffering, it might explode and that will be a tragedy to this country. So, as the Committee looks into this matter, they need to explore legislation that can help this House to resolve the issues. The NLC is supposed to recommend redress of such issues. This House should live up to the expectations of Kenyans.

Thank you, Hon. Deputy Speaker. Listening to the Petitioner, having going through the High Court process since 1995 and the Court of Appeal having upheld that he supplied lawfully to the Ministry of Health, it is very unfair for the Government to dilly-dally with paying Equip Agencies Limited. Recently, we have seen people supplying KEMSA and they were paid promptly. The same people end up even transferring that money to Panama or the British Islands. This Government is an embarrassment. considering the five years’ experience for a person in senior management position, who should hold a relevant degree. I know the Member lacks experience on this stage of the Bill. It will be good for us to take him slowly, so that we are all on board. We will ask our senior colleague, Hon. Millie, to be a little patient. Where the Chair is able to say “as per the Order Paper”, it will be good because all of us can read and we can move with speed. So, let us accommodate each other.
